Plans for a self-build home on land next to 33 The Heath in Hevingham, put forward by Mr Mark Williamson, have been dismissed by government planning inspectors who have sided with local authorities.
The scheme was submitted to Broadland District Council in May last year by but was refused by planners who said the location was unsuitable and the project would cause harm to the environment.
An appeal was lodged with inspectors in an effort to overturn the council’s decision, but they too have said plans are unacceptable.

An inspector said: “I have found that the proposal would harm habitats sites.
“This would be contrary to the aims of those parts of the framework that seek to conserve and enhance the natural environment and this harm provides a strong reason for refusing the development proposed.
“The proposal would undermine the spatial strategy of the development plan, which seeks to locate development in the most sustainable locations.”
