India pauses Alipay+ deal amid security concerns

India Stalls Alipay+ Payment Integration Over National Security and Data Privacy Concerns

NEW DELHI — India has hit the brakes on a proposal by the digital payments platform Alipay+ to integrate with the nation’s robust instant payment infrastructure. According to three sources familiar with the matter, the partnership has been effectively sidelined due to persistent national security apprehensions and deep-seated concerns regarding the management and storage of sensitive user data.

The proposal, submitted in January, marked a significant milestone as the first major financial services overture from a China-linked entity since bilateral relations deteriorated following a deadly 2020 border clash. The move was initially viewed by some as a potential thaw in relations, coinciding with broader diplomatic efforts to stabilize ties between New Delhi and Beijing.

With President Xi Jinping’s anticipated visit to India for the upcoming BRICS summit, observers had been monitoring the proposal as a bellwether for shifting economic cooperation. However, those hopes have been dampened by the Indian government’s cautious stance.

Security and Data Sovereignty

The primary roadblocks cited by the sources—who spoke on condition of anonymity due to the sensitive nature of the talks—center on the platform’s corporate lineage and data governance. Despite efforts to decouple its international operations, the government remains wary of Alipay+’s origins, fearing that the integration could expose the Indian financial ecosystem to systemic risks or potential data harvesting.

Alipay+ is currently operated by the Singapore-based firm Ant International, which was established as an independent entity in 2024 following a strategic spin-off from China’s Ant Group. Despite this move toward international autonomy, Indian regulators appear unconvinced that the separation sufficiently addresses the country’s stringent data localization and sovereignty mandates.

A Sensitive Diplomatic Climate

The hesitation underscores the fragile state of India-China relations. While both nations have signaled a commitment to maintaining peace along their shared border, New Delhi has maintained a consistently restrictive posture regarding Chinese investment in domestic infrastructure and digital services.

To date, the Indian Ministry of External Affairs, the Ministry of Finance, the Ministry of Home Affairs, the Reserve Bank of India, and the National Payments Corporation of India have remained silent on the status of the proposal. Ant International also declined to provide a formal comment.

As the security concerns surrounding the proposal continue to stall progress, the incident highlights the ongoing friction between India’s desire for global financial connectivity and its uncompromising stance on digital sovereignty.
