Power station operator Drax has secured a crucial environmental permit variation from the UK Environment Agency, clearing a major regulatory hurdle for carbon capture deployment at its North Yorkshire facility.
The decision follows a public consultation on the regulatorâs draft decision earlier this summer, during which Drax demonstrated compliance with strict environmental, public health, and wildlife safety standards.
Under the updated permit, Drax will be allowed to integrate bioenergy with carbon capture and storage (BECCS) technology at its biomass power plant near Selby.
The captured carbon dioxide emissions from electricity generation will be transported via pipeline and permanently stored in deep geological formations under the North Sea.
Ian Foster, Area Environment Manager at the Environment Agency, confirmed that the regulatory body conducted a comprehensive review of public comments and technical evidence before issuing the final variation. âWe have reviewed the comments and evidence from the consultation into our draft decision and are satisfied that robust levels of environmental protection are met,â Foster said.
Regulatory Approval Follows Extended Air Quality Assessments
The permit approval marks the conclusion of a rigorous review process that began when Drax first submitted its application in May 2023.
During the initial review, the Environment Agency requested additional technical data to address potential environmental impacts, prompting Drax to provide a revised air emissions risk assessment.

The updated modeling evaluated chemical substances that could potentially form during the solvent-based carbon capture process, ensuring full compliance with UK environmental law.
Following the initial submission, the regulator hosted subsequent public consultations in early 2025 and mid-2026 before finalizing the permit terms.
With the environmental permit variation now granted, Drax takes a major step forward in its strategy to transform its Selby asset into a commercial-scale carbon-negative power plant, supporting the UKâs broader industrial decarbonization targets.
