India NDC 3.0: increased ambition

India, one of the last major emitters to submit, has now approved its Nationally Determined Contribution (NDC). While late, the NDC sends a clear political signal that it remains committed to the Paris Agreement and to raising ambition even amid geopolitical headwinds and opposing pressures.

  • India’s new NDC 3.0 (2031-2035) announced a 47% emission intensity cut and 60% clean power by 2035.
  • With all major emitters now having submitted, over 85-90% of global emissions are already covered by updated NDCs.
  • Around 50- 60 countries are yet to come forward with NDCs, giving a narrow but vital window to complete the picture globally. The remaining submissions are therefore important to maintaining trust in the Paris framework and demonstrating that multilateralism remains intact.

Madhura Joshi, Programme Lead – Asia, E3G said:

India’s increased NDC ambition shows its commitment to accelerate the transition to clean energy in the face of an energy crisis caused by our ongoing dependence on fossil fuels. India is signalling its strong intent to bet on clean energy at home as part of a strategic move to improve its energy security and prosperity, and to build its renewable energy manufacturing capability to diversify and strengthen clean energy supply chains globally.

India’s raising of ambition on non-fossil fuel capacity, emissions intensity and on carbon sinks reflects a measured and meaningful step forward, but India’s strong track record suggests that it will surpass these targets ahead of schedule

Cosima Cassel, Programme Lead, Multilateral Venues, E3G:

As one of the final major emitters to submit, India helps bring the overall trajectory into sharper focus. While momentum is building, the emerging picture still falls short of what is needed to keep the 1.5°C warming limit within reach.

Current trajectories point towards a likely overshoot of 1.5°C. This makes it even more critical that countries now focus on rapid implementation, strengthening delivery in this decade to enable higher levels of ambition over time. Accelerating the clean energy transition, scaling finance and building resilient economies will be essential not only to limit the extent of any overshoot, but to bring global temperatures back below 1.5°C as soon as possible and well before the end of the century.
