Nuclear Waste Services Seeks Specialist Partners for £17.8m Cumbria Safety Framework
Nuclear Waste Services (NWS) has launched a search for up to six specialist suppliers to join an environmental safety framework worth an estimated £17.8 million at the Low Level Waste Repository near Drigg, Cumbria.
The procurement initiative is designed to bolster the site’s critical Environmental Safety Case—a foundational collection of scientific evidence and technical reports required by the Environment Agency. This documentation is essential for demonstrating that the site remains safe for both the local community and the surrounding environment, now and in the future.
Why the Framework Matters
The repository serves as a vital national asset for the disposal of low-level radioactive waste. However, the site’s ability to operate, expand into new disposal vaults, or eventually undergo decommissioning is entirely dependent on securing approval from the Environment Agency.
The Environmental Safety Case acts as the “bedrock” of these operations, proving that the facility maintains rigorous environmental standards, protects local water sources, and safeguards wildlife. Given the complexity of the site, NWS requires external expert support to supplement its permanent onsite team.
Successful suppliers will be tasked with high-level technical work, including environmental data-informed assessment, groundwater modelling, and geological analysis. Furthermore, they will support NWS in integrating safety techniques across its various projects, including the long-term objectives for the Geological Disposal Facility (GDF).
A Decadal Review
The search for new partners coincides with a pivotal moment for the facility. NWS is currently undergoing a once-a-decade major review of its safety case, which was submitted to the Environment Agency on May 1 of this year.
“A lot has changed over the last 15 years,” NWS noted, citing advancements in scientific understanding, changes in operational experience, and updated regulatory feedback regarding the site’s waste inventory. The Environment Agency is currently conducting an independent technical review, which is expected to conclude in 2026.
Procurement Timeline
The new framework is scheduled to run from March 2027 through February 2030, with an option to extend the agreement for an additional two years. NWS has stated that it is committed to incorporating social value into the procurement process, aiming to create a pipeline of opportunities for the local Cumbrian community.
Key deadlines for prospective bidders are as follows:

- Submission Deadline: September 7
- Contract Award Date: Expected in December
