Ombudsman Rebuts Recantations in Alleged Flood Control Scandal

The Office of the Ombudsman has formally challenged the narrative presented by the camp of former House Speaker Martin Romualdez, asserting that the recent recantation of key witnesses in the ongoing flood control scandal does not automatically invalidate the integrity of the broader investigation.

In a statement released Thursday, anti-graft investigators pushed back against suggestions that the shifting testimonies of several witnesses would collapse the case. The Ombudsman emphasized that legal proceedings rely on a comprehensive body of evidence—including documents, financial records, and corroborating testimonies—rather than the individual claims of a few parties who may have changed their accounts.

The controversy stems from allegations of massive irregularities within government flood control projects, which have drawn intense public scrutiny. Supporters and representatives of Romualdez have previously cited the recantations as evidence that the probe is politically motivated or based on unreliable information.

However, the Ombudsman remains firm, noting that recantations are a common occurrence in high-profile corruption cases and are subject to rigorous judicial scrutiny. The office cautioned that those who deviate from their original sworn statements may face legal consequences for perjury or obstruction of justice.

Legal experts observing the case suggest that the Ombudsman’s firm stance indicates a determination to pursue the investigation to its conclusion, regardless of the tactical maneuvers employed by those involved. The agency has reiterated its mandate to uphold the rule of law and ensure that those responsible for the misappropriation of public funds are held accountable.

As the situation develops, the Ombudsman is expected to continue its fact-finding mission, focusing on forensic audits and material evidence that remains independent of witness fluctuations. For now, the public and the political establishment await the next phase of what is shaping up to be a defining test of the country’s anti-corruption mechanisms.
