Hungarian Government Unveils Ambitious Social, Environmental, and Institutional Reform Package
BUDAPEST – Prime Minister Péter Magyar has announced a comprehensive overhaul of Hungary’s social, environmental, and institutional frameworks. During a press briefing in the capital, the Prime Minister framed the initiatives as a necessary effort to restore public services and environmental standards, despite what he described as a “severely depleted” budgetary legacy inherited from the previous administration.
The sweeping reform package spans several key sectors, promising significant wage hikes for social workers, a radical strengthening of the child protection system, and the establishment of a powerful new environmental “super-authority.”
Strengthening Social Safety Nets
Recognizing the strain on public sector employees, the government has committed to a 25% pay rise for social workers, including those serving in child protection and educational support roles. The increase will be delivered in two phases, starting in mid-October, with the final increment taking effect on January 1, 2027.
The administration is also moving to combat poverty among the most vulnerable. Benefits for individuals with reduced working capacity are set to increase by 10%, with a guaranteed minimum monthly benefit of HUF 120,000 for those over the age of 65—a measure expected to provide relief to approximately 238,000 citizens. Furthermore, the government aims to increase the minimum pension to HUF 120,000 by 2027 and plans to alleviate the cost-of-living crisis by doubling funding for social firewood programs and introducing VAT relief on prescription medications.
Revamping Child Protection
A major pillar of the government’s agenda is the urgent reform of the child protection system. Four juvenile correctional institutions in Aszód, Debrecen, Rákospalota, and Nagykanizsa are set to be integrated back into the state-run child protection system effective October 1.
To facilitate these changes, the government has immediately earmarked HUF 3 billion for infrastructure development, with an additional HUF 2.5 billion pledged through 2028. Beyond physical infrastructure, Prime Minister Magyar announced plans to publish reports addressing long-standing systemic failures, hinting at a potential further allocation of HUF 10 billion to stabilize the sector.
A New Era for Environmental Oversight
In a bid to address ecological concerns, the government plans to launch an independent national environmental authority on January 1, 2027. This “super-authority” will consolidate jurisdiction over climate, water, forestry, and animal protection.
The new body is expected to exercise stringent oversight, particularly regarding the burgeoning battery manufacturing industry. Under the proposed “three strikes” rule, major companies that repeatedly breach environmental regulations could face fines equal to 0.5% of their annual net revenue, with maximum penalties for severe violations reaching as high as HUF 5 billion. Additionally, the government is committing tens of billions of forints to large-scale reforestation efforts aimed at planting millions of trees by 2030.
Institutional Restructuring and Foreign Policy
The government has also signaled its intent to dismantle the existing regulatory oversight for tobacco and casino concessions, currently held by the Supervisory Authority for Regulated Activities (SZTFH), with a view toward potentially terminating existing agreements. Other institutional changes include restoring mandatory membership in the Hungarian Medical Chamber for doctors and establishing a dedicated debt-management advisory service for families.
On the international front, the administration remains firm on its humanitarian stance, continuing to offer temporary protection to military-age men fleeing the Russia-Ukraine conflict, despite recent policy shifts at the European Union level. Furthermore, the government continues high-stakes negotiations with Brussels regarding daily migration-related fines while simultaneously seeking compensation from Austria over a dispute involving contaminated construction materials.
As the administration moves forward with these major changes, the Prime Minister emphasized that these decisions reflect a commitment to fulfilling election promises and prioritizing the welfare of Hungarian citizens over the fiscal challenges currently facing the state budget.
