The Ministry of Environment and Climate Change (MECC) has unveiled its comprehensive report on the environmental sector’s achievements during the second quarter of this year, showcasing a marked expansion in regulatory, technical, and administrative efforts aimed at safeguarding Qatar’s natural heritage.

The report highlights a substantial increase across various operational metrics from the first to the second quarter. Notably, laboratory analyses surged from 2,828 to 6,444, indicating a deeper commitment to scientific environmental assessment. Permits and licenses issued also saw a significant rise, from 3,376 to 5,729, reflecting robust regulatory oversight. Technical meetings nearly doubled, increasing from 603 to 1,039, fostering greater collaboration and strategic planning. Furthermore, public awareness events and activities experienced a remarkable four-fold increase, jumping from 18 to 78, underscoring the Ministry’s dedication to public engagement and education.

Overall, the environmental sector departments conducted an impressive 1,666 field and inspection visits, demonstrating proactive monitoring. These efforts led to the receipt of 83 environmental reports, the issuance of 561 warnings to facilitate compliance, and the recording of 29 violations. Internally, departments prepared 918 studies, reports, and audits, organized 149 workshops and training courses, and received 1,125 visitors, indicating a bustling period of internal development and external interaction. Moreover, a substantial 2,882 customs inspections were carried out, contributing to border environmental security.

Enhanced Monitoring and Inspection Capabilities

The Environmental Monitoring and Inspection Department significantly escalated its activities, performing 610 field and inspection visits, up from 509 in the first quarter. This department also issued 143 permits and licenses, responded to 73 reports, issued 25 warnings, and recorded 21 violations, reinforcing its role as a critical enforcement arm.

Laboratory analyses within the environmental sector witnessed a dramatic increase, reaching 6,013 analyses in Q2, compared to 2,194 in Q1. This included 735 analyses under the monthly seawater quality monitoring program, 3,273 analyses across various monitoring programs covering coastal areas, beaches, soil, and water outfalls, and 606 analyses related to emergency reports involving sewage, water, sediment, asphalt spills, and soil. An additional 1,399 analyses focused on emergency samples concerning water, sediment, bacteria, heavy metals, and outfalls, collectively ensuring comprehensive environmental health assessments.

Complementing these efforts, the department prepared 574 studies, reports, and audits, held 158 technical meetings, organized 75 workshops and training courses, participated in 44 awareness events, and welcomed 141 visitors, showcasing a holistic approach to environmental management.

Advancements in Radiation Protection

The Radiation Protection Department also reported considerable progress. Field and inspection visits increased to 223, a significant jump from 100 in the previous quarter. The department conducted 246 visits to update its database of radiation devices and saw an increase in permits and licenses issued from 563 to 802. Furthermore, it conducted 542 customs inspections, clearing an equivalent number of customs declarations.

In terms of scientific analysis, 404 laboratory analyses were performed, including 51 for measuring radiation concentrations in samples and 353 for radiation measurements in individuals. A critical aspect of their work involved conducting 22 tests for 91 personnel working in radiation protection, with 86 successfully passing, ensuring a highly skilled workforce.

In a testament to Qatar’s international collaboration, the Ministry continues to strengthen technical ties with the International Atomic Energy Agency (IAEA). Qatar is actively participating in 11 national projects under the IAEA program, involving seven relevant national entities, which underscores the nation’s commitment to global best practices in radiation safety.

The Radiation Protection Department also contributed significantly to knowledge dissemination, preparing 23 studies, reports, and audits, and organizing 55 workshops and training courses that benefited 800 participants from first-response teams across various entities. They held 37 technical meetings, participated in six awareness events, responded to three reports requiring immediate measures, issued 12 directives for facility rectification, and received 95 visitors.
