JACKSONVILLE, Fla. – A Jacksonville woman is pleading for leniency from a federal judge as she awaits sentencing for a violent confrontation with law enforcement that occurred earlier this year.

Jennifer Cruz, 41, is scheduled to appear in federal court on Oct. 14. She pleaded guilty in June to a federal charge stemming from a volatile traffic stop on Beach Boulevard on Jan. 13.

The incident began around 8 a.m. when a Florida Highway Patrol (FHP) trooper observed Cruz driving a white Dodge Ram. According to the arrest report, Cruz was recording video on her cellphone while tailgating other vehicles, including the marked patrol car. When the trooper pulled into a shopping plaza parking lot, Cruz followed him and began shouting. A subsequent records check revealed that her driver’s license had been suspended since June 2025.

When the trooper attempted to address the situation, Cruz fled the scene. Officers were forced to box her vehicle in to bring her to a stop. The encounter quickly escalated into violence when officers ordered her out of the vehicle. According to court documents, Cruz refused to surrender her keys, declared she was “ready to fight,” and punched a trooper in the face with a closed fist. The trooper sustained injuries to his nose and fingers that required hospital treatment.

During the struggle to place her under arrest, Cruz reportedly kicked an Immigration and Customs Enforcement (ICE) officer and a U.S. Customs Air and Marine Interdiction agent. Even after officers deployed a Taser in drive-stun mode, Cruz remained combative, forcing officers to place her in a hobble restraint to secure her.

Ahead of next week’s sentencing, Cruz’s defense attorney has filed a memorandum requesting that the judge impose a sentence below the advisory federal guidelines. The filing details a challenging upbringing, noting that Cruz grew up in an unstable home with a mother who struggled with substance abuse. The defense highlights that Cruz left home at 16 to live on her own and has since become a “loving and caring mother” to four children.

The memorandum further emphasizes her efforts toward self-improvement, pointing to her completion of a GED at Florida State College at Jacksonville and her current employment as a receptionist. The document notes that a probation officer also suggested that her personal characteristics might warrant a departure from standard sentencing guidelines.

However, Cruz’s legal troubles are far from over. She currently faces 14 separate charges in state court, including battery on a law enforcement officer and resisting arrest. That case is set for trial on Oct. 19. Her defense counsel noted in the federal filing that prosecutors have yet to extend a plea offer in the state case, calling the lack of communication “highly unusual.”

Federal prosecutors have not yet filed their sentencing memorandum, which will likely be submitted prior to the Oct. 14 hearing.
