CAIRO – 18 May 2026: Minister of Communications and Information Technology Raafat Hindi said Egypt is moving ahead with its strategy to localize technology and strengthen its outsourcing and digital services industry, as the country aims to increase cross-border digital exports to $6 billion this year, compared to around $5.2 billion last year.
Hindi said Egypt has become an increasingly attractive destination for outsourcing, supported by its large pool of young talent and strong digital capabilities. He noted that Egypt is currently home to more than 270 outsourcing centers, where global companies serve clients across different international markets.
The minister added that the ministry is implementing the second phase of its outsourcing industry development strategy, which aims to enhance Egypt’s position as a regional and global hub for digital services, especially as artificial intelligence continues to reshape the global labor market.
According to Hindi, the ministry’s strategy is based on three main pillars: developing the outsourcing industry, localizing the production of mobile phones and electronic devices, and expanding the use of advanced technologies. These efforts are expected to generate new jobs and raise the sector’s contribution to the national economy.
On local manufacturing, Hindi said 15 brands are currently producing mobile phones in Egypt. Production reached around 10 million devices in 2025, while the government is targeting more than 15 million devices by the end of 2026, alongside efforts to increase local components and expand exports.
He also pointed to the ministry’s continued expansion of digital training and qualification programs, with a target to train 800,000 people this year to build a strong talent base capable of meeting the needs of the digital labor market.
Hindi added that the ministry is working to develop Egypt’s digital infrastructure by expanding 5G services, deploying fiber-optic cables, and improving fixed internet services, in parallel with digital infrastructure projects in villages under the Decent Life initiative.
Egypt’s ICT sector recorded a growth rate of 18.9 percent during the third quarter of the current fiscal year, reflecting the sector’s continued momentum and growing role in supporting the national economy.
