During his Independence Day address, Prime Minister Narendra Modi declared a significant shift in India’s approach to deep-sea exploration, transforming what were once considered “no-go” coastal zones into areas ripe for resource discovery. This ambitious initiative, dubbed ‘Samudra Manthan,’ aims to unlock vast, untapped hydrocarbon reserves beneath India’s coastal waters, a critical move for a nation that currently stands as the world’s third-largest consumer of crude oil. With an annual import bill approaching an astounding $144 billion (approximately ₹13 lakh crore), the necessity for increased domestic production has been acutely highlighted by recent global geopolitical instability impacting oil and gas supplies.
Historically, nearly 99% of India’s coastal waters had been arbitrarily designated as “no-go areas,” effectively stifling any attempts at offshore exploration. The Prime Minister candidly described this previous approach as a “poverty of thought” and underscored his government’s resolve to overturn this restrictive mindset. Addressing the nation from the iconic Red Fort during the 80th Independence Day celebrations, he articulated a clear vision for energy independence and a future where India leverages its natural resources more effectively.
To propel this vision forward, the government formally approved the ‘Samudra Manthan’ – the National Offshore Exploration Scheme – on July 31, 2026. This comprehensive scheme, allocated a substantial ₹84,084 crore for its initial phase extending up to FY2030-31, is designed to significantly accelerate hydrocarbon exploration and production across the country. The substantial financial commitment underscores the gravity and strategic importance the government places on this endeavor.
India’s offshore sedimentary basins are believed to harbor significant, yet largely unexplored, hydrocarbon reserves. These geological formations are natural traps where oil and gas accumulate over millennia. Extracting these valuable resources will necessitate the deployment of cutting-edge exploration technologies, robust and dependable geological data, modern drilling infrastructure, and a resilient domestic supply chain capable of supporting such a complex operation. Experts and government officials anticipate that a substantial portion of India’s future oil and gas requirements will be met from these offshore regions. The eastern and western offshore basins, encompassing deepwater and ultra-deepwater zones reaching depths of nearly 3,000 meters, are estimated to collectively hold over 5,600 Million Metric Tonnes of Oil Equivalent (MMTOE) in hydrocarbon resources.
Beyond hydrocarbon extraction, the Prime Minister also emphasized the broader importance of energy security, advocating for a dual focus on exploring alternative energy sources and promoting more efficient energy consumption.
