ONGC Unveils Ambitious Rs 1 Lakh Crore Investment Plan for Deepwater Exploration

NEW DELHI – In a significant push to bolster India’s energy security and curb the declining output of domestic oil and gas, state-run energy giant Oil and Natural Gas Corporation (ONGC) has announced a massive capital expenditure plan. The company intends to invest Rs 1 lakh crore over the next five years, specifically targeting exploration efforts in deepwater and ultra-deepwater offshore basins.

The announcement was made by ONGC Chairman and CEO Arun Kumar Singh following the company’s Annual General Meeting (AGM) on Monday.

Tapping into Untapped Potential

During his address to reporters, Singh highlighted that India possesses significant untapped reserves of hydrocarbons within its deepwater blocks. The aggressive investment strategy is designed to unlock these resources, which have historically remained out of reach due to technological and regulatory constraints.

Under the government’s flagship Samudra Manthan scheme—which received a budgetary allocation of Rs 84,000 crore this past July—ONGC plans to drill 87 exploratory wells over the five-year period. This initiative is part of a broader national effort to revitalize India’s upstream sector and reduce its heavy reliance on energy imports.

Overcoming Regulatory Hurdles

For years, the expansion of offshore exploration was hampered by various operational restrictions. However, the regulatory landscape has shifted significantly.

“There were physical limitations earlier. The government has now released all the no-go areas,” Singh explained, noting that the removal of these barriers has opened up vast new territories for exploration that were previously off-limits.

Addressing Production Challenges

The push for new discoveries is critical for ONGC. The company has been facing a persistent challenge in arresting the gradual decline of its legacy oil and gas fields. By focusing on high-potential deepwater and ultra-deepwater assets, the company aims to stabilize production volumes and eventually facilitate a growth trajectory that aligns with India’s rising energy demand.

As the energy sector evolves, this multi-billion dollar commitment underscores ONGC’s pivot toward high-risk, high-reward exploration to secure the nation’s energy future. Industry analysts view this move as a bold step in ensuring that India’s offshore potential is finally realized through modern technology and prioritized state support.
