X Uncovers Massive Chinese Bot Farm Targeting U.S. AI and Energy Policy

The social media platform X, formerly known as Twitter, has exposed a sophisticated influence operation involving a “bot farm” of approximately 200,000 accounts linked to suspected Chinese actors. According to the company’s Global Government Affairs team, a subset of 200 accounts within the network was specifically deployed to manipulate the public discourse surrounding American artificial intelligence and energy infrastructure.

The investigation highlights an emerging trend of foreign interference aimed at stoking domestic anxiety over the rapid proliferation of high-capacity data centers.

Distorting the “Global Town Square”

The X Safety team reported that the identified accounts utilized a variety of tactics to disrupt debate, including the dissemination of inflammatory claims that AI data centers are directly responsible for surging household electricity prices and crippling the power grid.

The operation also employed visual propaganda, such as AI-generated cartoons, to depict data-center operators as corporate interests enriching themselves at the expense of the public. “These posts contained claims that AI data centers are driving up household electricity prices and straining the grid,” the company noted in a statement. “We take seriously any attempts to undermine the integrity of the global town square and suspend accounts that violate our Authenticity policy.”

The move marks a significant development in the broader foreign adversary push to influence U.S. domestic policy via social media manipulation.

A Divisive Domestic Landscape

The influence campaign arrives at a sensitive time for the U.S. tech sector. The expansion of massive, $500 billion data center projects—supported by industry giants like OpenAI and NVIDIA—has sparked intense debate across the country.

While some state leaders, such as those in New York, have moved to implement freezes on new data center permits due to environmental and infrastructure concerns, the projects remain a top priority for federal policymakers. Florida Governor Ron DeSantis recently noted that public distrust toward “Big Tech titans” is driving opposition from citizens across the political spectrum.
