Jharkhand Government Annuls 22 Recruitment Exams Amidst Widespread Irregularities, Orders CID Probe into Past Tests

Ranchi, Jharkhand – In a sweeping decision that has sent shockwaves across the state, the Jharkhand government has cancelled 22 competitive examinations, including the highly anticipated JSSC CGL exam, following sustained protests over alleged widespread irregularities in the recruitment process. The drastic measure was announced late Tuesday night after a special Cabinet meeting chaired by Chief Minister Hemant Soren and formally notified by the Department of Personnel, Administrative Reforms, and Rajbhasha.

The government’s decisive action extends beyond cancellations, with a directive for the Criminal Investigation Department (CID) to launch a comprehensive probe into 17 examinations, their results, and subsequent appointments conducted by both the Jharkhand Public Service Commission (JPSC) and the Jharkhand Staff Selection Commission (JSSC) since 2014. Additionally, six other recruitment examinations have been postponed indefinitely. These significant steps come in response to nearly a month of intense protests by aspiring candidates demanding a thorough inquiry into the alleged malpractices and fundamental reforms to the state’s examination system.

JSSC CGL Cancellation Leaves Selected Candidates in Limbo

The cancellation of the JSSC CGL examination (Advertisement No. 10/2023), which aimed to fill 1,932 government posts, is a direct consequence of "facts that emerged during ongoing Special Investigation Team (SIT) and CID investigations." This decision has plunged thousands of successful candidates into uncertainty, many of whom had already cleared the selection process and, in some cases, resigned from previous employment in anticipation of their new government roles. While official figures vary, reports suggest that between 2,000 and 2,627 candidates had successfully navigated the rigorous selection process.

Prior to the Cabinet’s decision, many of these selected candidates had penned letters to Chief Minister Soren, appealing for consideration of their appointments and their future, highlighting their financially vulnerable backgrounds. The cancellation has sparked protests from these affected individuals, who are now demanding an impartial investigation into the irregularities and punitive action against those responsible, rather than the annulment of the entire recruitment drive. Demonstrators, including newly appointed secretariat employees, staged protests outside Project Bhawan in Ranchi, using mobile phone torches to illuminate their plight as they marched towards Birsa Chowk.

Extensive List of Cancelled Examinations and Upcoming Investigations

The list of 22 cancelled examinations is extensive, encompassing recruitments conducted by both JPSC and JSSC. Notably, 19 of these cancelled examinations were facilitated by TSR Data Processing Private Limited (TDPL), raising questions about the company’s role and the integrity of its processes. The cancelled examinations include a diverse range of positions, from Non-teaching posts in universities and Assistant Directors/Senior Scientific Officers to Drug Inspectors, Assistant Professors, Lecturers, Civil Judges, and various Combined Civil Services examinations.

Furthermore, six other examinations, including those for Food Analyst Recruitment, Deputy Director, Prosecution Recruitment, and Project Manager posts, have been postponed, with no revised dates yet announced.

The CID’s mandate to investigate 17 recruitment processes delves deep into the past, covering examinations and appointments from 2013 onwards. This comprehensive probe will scrutinize recruitments for civil services, judicial services, agriculture, health, engineering, and prosecution posts, examining all aspects of their conduct, results, and appointments.

Reforms and Fast-Track Justice on the Horizon

Alongside these immediate actions, the Jharkhand government has outlined a series of proactive measures aimed at reforming the examination system and ensuring greater accountability. A high-level committee, to be headed by Amitabh Kaushal, Principal Secretary of the Department of Excise and Prohibition, will be constituted to thoroughly examine the existing recruitment examination system and recommend comprehensive reforms. This committee, which will include directors of esteemed institutions and other officials, has been tasked with submitting its report within two months.

To ensure continuous oversight and prevent future malpractices, an internal monitoring cell will be established within both JPSC and JSSC, dedicated to continuous monitoring of examination processes.

In a move to expedite justice, the government plans to request the High Court to establish a fast-track court specifically for cases related to alleged irregularities and misconduct in JPSC and JSSC examinations. This initiative aims to facilitate quicker hearings and disposal of pending cases, enabling prompt action against those found guilty.

The Jharkhand government’s decisive actions underscore its commitment to addressing the long-standing grievances of aspiring candidates and restoring faith in the state’s public recruitment system. The coming months will be crucial in observing the effectiveness of these measures and their impact on the future of government recruitment in Jharkhand.
