ICAI and Singapore’s ISCA Forge Path Toward Professional Mobility and AI Collaboration
In a significant move to bolster the global footprint of Indian accountants, the Institute of Chartered Accountants of India (ICAI) and the Institute of Singapore Chartered Accountants (ISCA) have formally committed to exploring a deeper professional partnership. On August 21, 2026, the leadership of both institutes exchanged letters outlining a strategic roadmap that focuses on two primary pillars: a full-scale Mutual Recognition Agreement (MRA) and collaborative efforts in Artificial Intelligence (AI) capability building.
Deepening Professional Ties
The recent exchange of letters marks a pivotal evolution in the institutional relationship between the two bodies, which has been steadily strengthening since 2023. While ISCA had already added the ICAI qualification to its list of "Recognised Professional Qualifications" in February 2023—a move that allowed eligible Indian Chartered Accountants in Singapore to secure ISCA Associate Membership—the new initiative aims to go much further.
The proposed MRA is designed to establish a comprehensive framework for reciprocal membership recognition. By formalizing this, the two institutes aim to enhance mobility for professionals, allowing for a more seamless transition for Chartered Accountants working between India and Singapore.
"The proposed MRA could significantly enhance professional opportunities and recognition for Indian Chartered Accountants," said ICAI President CA. Prasanna Kumar D. He noted that the move is part of the institute’s broader effort to expand its international presence; currently, the ICAI manages more than 4.67 lakh members and oversees 16 Memoranda of Understanding (MoU) alongside eight existing MRAs and reciprocity agreements worldwide.
Bridging the AI Frontier
Beyond professional mobility, the two institutes are prioritizing digital transformation. Recognizing the rapid integration of advanced technology in finance, ICAI and ISCA have identified AI as a critical area for cross-border cooperation.
ICAI has demonstrated significant progress in this domain, having already trained over 50,000 members in AI proficiency, launched a proprietary three-level AICA certification program, and deployed over 150 GPT-based accounting tools. Furthermore, the institute recently strengthened its technological ecosystem by signing an MoU with Sarvam AI at the AIS 2026 conference.
Given ISCA’s existing "AI Fluency Programme," the two organizations intend to share knowledge and examine how their respective AI initiatives can complement one another to better prepare the modern workforce.
The Road Ahead
While the exchange of letters highlights a clear intent to collaborate, the specific scope and operational structure of both the MRA and the AI initiative are still in the development phase. ICAI Vice-President CA. Mangesh Kinare emphasized that these discussions are the culmination of years of institutional engagement. Echoing this sentiment, CA. Sanjay Gattani, Chairman of the ICAI Singapore Chapter, noted that the proposal is expected to foster deeper cross-border professional synergy.
As the institutes move forward, these developments reflect a growing trend in the accounting industry to address ICAI and Singapore accounting body ISCA mobility and the need for future-ready skill sets. Both parties will continue to hold working-level meetings to finalize the frameworks, signaling a new chapter of cooperation for the accounting profession in the Asia-Pacific region.
