When asked what should take precedence in the upcoming Budget, 41% of respondents identified the support of technology adoption and digital capability as their top priority. As companies look to integrate artificial intelligence and other emerging technologies to remain competitive, they are seeking government backing to bridge the digital gap.

This focus on modernization is closely followed by demands for a comprehensive, growth-oriented industrial strategy (39%) and clear measures to bolster business profitability and competitiveness (34%).

The survey highlights that for private sector leaders, the “how” of tax policy is just as important as the “what.” Beyond specific reliefs, businesses are emphasizing the need for stability.

Industry experts note that a predictable and well-communicated tax environment is essential for long-term planning. When policy changes are signaled clearly and interventions are designed effectively, they serve as a powerful engine for capital investment and R&D. By utilizing targeted incentives—such as capital allowances and R&D tax credits—policymakers can provide the certainty required for businesses to commit to large-scale, long-term projects.

Ultimately, the consensus among mid-market leaders is that a more predictable and growth-focused fiscal framework is vital.
