LONDON – As the UK government prepares for the upcoming Autumn Budget, a new survey of mid-market leaders has unveiled a clear agenda: business chiefs are looking for a policy environment that prioritizes technological transformation, industrial strategy, and long-term competitiveness.

According to recent data, 41% of business leaders identified the adoption of technology and the enhancement of digital capabilities as their top priority for the government’s fiscal planning. This focus on modernization highlights a growing recognition that digital integration is no longer a luxury, but a necessity for operational efficiency and scaling.

A Focus on Growth-Driving Sectors

Close behind digital investment is a strong appetite for the government’s Industrial Strategy, with 39% of leaders calling for robust growth-focused investment. While the current strategy concentrates on eight key sectors, the high level of interest from mid-market firms suggests that these businesses see the initiative as a potential catalyst for broader economic gains, capable of stimulating demand that transcends individual industry silos.

The findings reflect a broader trend of private enterprises seeking a stable, growth-oriented framework. As noted in recent analysis, many firms are actively seeking a stable policy environment to navigate current economic volatility and plan their capital expenditures with confidence.

Profitability, Productivity, and People

Beyond digital and industrial policy, 34% of respondents cited the need for measures that support business profitability and competitiveness. Leaders expressed a clear desire for a fair tax regime and a reduction in administrative burdens, emphasizing that excessive “red tape” remains a significant barrier to expansion.

However, the survey also highlights a nuanced understanding of productivity. While technology is a priority, 32% of respondents pointed to the importance of skills and workforce development. Business leaders are increasingly aware that even the most advanced digital tools require a skilled workforce to deliver results. Consequently, there is an urgent call for policies that facilitate upskilling and training to ensure employees can thrive in a changing economic landscape.

The Long-Term View on Global Trade

While trade and international competitiveness ranked as a near-term priority for 20% of leaders, its significance grows substantially when considering long-term strategy, with 36% of participants identifying UK competitiveness in global markets as a critical concern.

Recent months have seen the UK make headway on various international trade agreements, with ongoing discussions aimed at resetting trading relationships with the European Union. As these deals evolve, the focus for the government must shift toward communication. For many mid-market firms, the challenge lies not in the existence of these agreements, but in knowing how to leverage them.

Industry experts suggest that if the government can effectively signpost these opportunities and provide clear guidance on accessing international markets, the UK could see a significant boost in its exporting profile, ultimately strengthening the resilience of the nation’s private sector.
