Scotland to Consolidate Environmental Agencies into New National Body
The Scottish Government has announced a major shift in its environmental governance, unveiling plans to merge several key agencies into a single, unified national body. The reform, outlined in the recently published Programme for Government 2026-2031, aims to streamline operations and enhance the impact of Scotland’s environmental initiatives.
Under the new proposal, Zero Waste Scotland is set to join forces with NatureScot and the Scottish Environment Protection Agency (SEPA). Scottish Forestry is also being considered for inclusion in this consolidation, which the government describes as an effort to break down silos, remove operational barriers, and integrate the diverse expertise currently spread across these organizations.
A New Era for Environmental Stewardship
The government has indicated that the transition period will begin with formal stakeholder engagement and public consultation this autumn. If the timeline proceeds as planned, the new, integrated body is expected to be fully operational by 2029.
For Zero Waste Scotland, the transition represents a significant evolution. Since becoming an independent, not-for-profit organization in 2014 and subsequently an executive non-departmental public body in 2024, it has been the primary architect of Scotland’s transition toward a sustainable, circular economy.
Ciaran McGuigan, Chief Executive of Zero Waste Scotland, emphasized that while the administrative structure of the sector is changing, the organization’s core mission remains steadfast.
“Zero Waste Scotland recognizes and supports the principle of Public Service Reform in Scotland,” McGuigan said. “We support the emphasis placed by the Scottish Government on delivering even better outcomes for the people of Scotland, and we will continue to play our part in building the more circular economy that we know contributes to the future economic and environmental health of the nation.”
McGuigan sought to reassure partners and stakeholders that the transition would not interrupt current operations. “I can assure all who support our collaborative work that this work continues at pace and with the full support of the Scottish Government,” he added.
Commitment to the Circular Economy
The planned merger follows years of significant legislative and strategic progress in Scotland’s bid to move away from a “take, make, and dispose” economic model.
Zero Waste Scotland currently plays a central role in delivering the government’s circular economy objectives, which are underpinned by the Circular Economy (Scotland) Act 2024. These objectives are further supported by the Circular Economy and Waste Route Map to 2030, which mandates priority actions on waste reduction, recycling reform, and resource efficiency.
Looking toward 2045, the government’s Circular Economy Strategy for Scotland, published in March 2026, focuses on transforming high-impact sectors including the built environment, textiles, transport, food, and energy infrastructure.
As the reform process moves forward, Zero Waste Scotland has pledged to maintain its focus on these transition goals, ensuring that the integration into the new national body enhances, rather than distracts from, the urgent work of preserving Scotland’s natural resources.
