Notably, Fujifilm has committed Rs. 800 crore to construct a materials manufacturing facility adjacent to Tata’s upcoming fabrication unit in Dholera, Gujarat.

While the Dholera chip fab is projected to reach operational status by 2028, these foundational partnerships aim to secure the supply chain for materials, gases, and chemicals long before the first chips roll off the production line.

The semiconductor equipment giant announced a $5 billion investment over the next decade, focusing on research and development (R&D), supply chain localization, and specialized workforce training. This follows a previous announcement from Lam Research, which pledged $1.1 billion toward building its first silicon component manufacturing facility in the country.

Union IT Minister Ashwini Vaishnaw highlighted the success of the first phase of the national semiconductor program, noting that while the initial focus was on assembly and testing, the government is now broadening its scope. “We are seeing interest at two levels: those who want to focus on design, and those who want to integrate both design and manufacturing,” Vaishnaw stated. Currently, five projects approved under Semicon 1.0 have already commenced commercial production in the packaging and testing segments.

Prime Minister’s Vision for Technological Sovereignty

Addressing the event, Prime Minister Narendra Modi positioned India as a stable and “trustworthy” partner in the global tech value chain. In an era where global supply chains are increasingly vulnerable to geopolitical weaponization, Modi emphasized that India’s success in this critical sector would serve to strengthen the global market.

“International companies can now collaborate with Indian startups, Indian design companies, and local entities to build the semiconductor ecosystem from the ground up,” the Prime Minister remarked.

A Broadened Horizon for Semicon 2.0

Under the India Semiconductor Mission (ISM), the government is moving beyond the primary objective of establishing fabs. The goal for Semicon 2.0 is to nurture a robust network of 200 chip-design startups and domestic suppliers. This is a significant jump from the first phase, which saw roughly 105 startups participate in chip design, with about 20 securing venture capital backing.

Industry experts have lauded this comprehensive approach. Pranav Pai, founding partner at 3one4 Capital, noted that the policy focus on “machines, materials, and testing” suggests that India is moving toward a mature, end-to-end semiconductor lifecycle.
