Charting a Unified Course: India Sets 2027 Deadline for ‘One Nation, One Port’ Overhaul

India’s Maritime Sector Set for Digital Transformation: MSDC Targets 2027 for Nationwide Reforms

New Delhi: In a move poised to reshape the trajectory of India’s coastal economy, the 21st Maritime State Development Council (MSDC) concluded its latest session in Mumbai with a firm mandate to digitize and unify the nation’s port operations. Chaired by Union Minister Sarbananda Sonowal, the meeting marked a historic milestone, being the first session since the Council was formalized as a statutory body under the Indian Ports Act, 2025.

Driving Ease of Doing Business

The centerpiece of the Council’s resolutions is the nationwide implementation of the “One Nation One Port” (ONOP) process. Aimed at drastically reducing bureaucratic friction, the initiative encompasses standardized documentation, overhauled port process engineering, and streamlined inter-ministerial coordination. All Indian ports are now mandated to complete these systemic upgrades by March 2027.

To facilitate a seamless transition, Union Minister Sonowal unveiled the ‘Ready Reckoner for Implementing ONOP,’ a strategic guidebook designed to assist both major and non-major ports in adopting these unified standards. Additionally, the Council resolved that all port tariffs must transition to electronic publication, ensuring greater transparency for stakeholders and port users alike.

A Unified Digital Ecosystem

A cornerstone of this digital shift is the integration of all domestic ports into the Maritime Single Window—known as ‘Sagar Setu’—by the same 2027 deadline. This consolidation is expected to eliminate operational silos, providing a centralized digital gateway for maritime logistics across the country.

“The Indian Ports Act provided the legal foundation, and today the Centre and coastal states have translated that into a shared, time-bound work plan,” Sonowal stated. He emphasized that this collaborative approach exemplifies “cooperative federalism,” ensuring that maritime governance is agile, competitive, and globally aligned.

Ambitious Vision for 2047

During the meeting, state ministers from coastal regions, including Gujarat, Goa, Maharashtra, and Puducherry, aligned with the Union government on the Maritime India Vision 2030 and the ambitious Maritime Amrit Kaal Vision 2047. These frameworks outline over 500 strategic initiatives spanning green shipping, inland waterway expansion, shipbuilding clusters, and global maritime partnerships.

The council also pivoted toward future-ready infrastructure, emphasizing the urgent need for robust port connectivity. Under the Sagarmala program, the government will prioritize logistics projects that facilitate a modal shift of cargo toward coastal shipping, reducing reliance on road and rail.

Boosting Shipbuilding and Credit Security

Recognizing the capital-intensive nature of the maritime industry, the Council focused on financing mechanisms such as the Maritime Development Fund and the Shipbuilding Financial Assistance Programme.

In a significant policy boost, Sonowal introduced two specialized credit risk insurance products tailored for the domestic shipbuilding industry. These instruments, developed under the Shipbuilding Development Scheme, are the first of their kind in India and are designed to alleviate financial volatility for manufacturers participating in the National Shipbuilding Mission. By derisking large-scale projects, the government aims to establish India as a global hub for ship manufacturing, repair, and recycling, marking a decisive shift toward integrated maritime growth and port-led industrialization.
