Oxford’s long-term plan for housing, jobs, and the environment is now under formal review.
Oxford City Council has submitted its Local Plan 2045 to the Planning Inspectorate for examination, following council approval at a meeting on Monday, July 13.
The plan will guide future development in the city, influencing decisions on housing, employment, and sustainability.
Councillor Anna Railton, deputy leader and cabinet member for planning and zero carbon Oxford, said: “I’m pleased that councillors have once again agreed the Local Plan 2045, allowing us to submit it to the Planning Inspectorate for examination.

“The Local Plan 2045 will shape Oxford’s future, helping us tackle the housing crisis, support local jobs and businesses, reduce carbon emissions and create greener, more resilient neighbourhoods.”
Key objectives include requiring 40 per cent affordable housing in new developments of 10 or more homes, prioritising social rent and mandating that all new buildings achieve net zero carbon in operation.
The plan also calls for improved green infrastructure and biodiversity net gain on major sites.
Councillor Railton said: “Oxford is a unique city with significant opportunities and challenges.
“This plan provides a clear framework to help us meet those challenges while protecting and enhancing what makes Oxford such a special place to live, work and study.”
The Planning Inspectorate will now appoint an independent Planning Inspector to assess the plan’s soundness.
This process will include public hearings and a review of the council’s evidence base and public feedback.
