COP17 Secures $500 Million Biodiversity Lifeline to Halt Nature’s Decline

Significant progress in global conservation efforts was underscored this week at COP17 in Armenia, as the Global Environment Facility (GEF) announced a surge of new financial commitments totaling $500 million. The pledges, unveiled during the conference’s dedicated “finance day,” represent a critical injection of capital aimed at accelerating the implementation of the Kunming-Montreal Global Biodiversity Framework and bolstering environmental restoration projects worldwide.

A focal point of the funding is the Global Biodiversity Framework Fund (GBFF), which received $60 million in new contributions from a diverse coalition of national and sub-national governments. Among the notable contributors were Germany, Iceland, and Monaco. In a historic first for the fund, the city of Berlin stepped forward as the first municipal government to pledge support to the GBFF, signaling an increasing recognition of the role that local authorities play in safeguarding biodiversity. Germany further bolstered the initiative by committing an additional €50 million to the fund, to be disbursed before the conclusion of 2026.

These funds are vital for the operational success of the GBFF, which has already programmed $362.1 million to support 82 distinct biodiversity projects across 87 countries. By bridging the gap between high-level policy and grassroots execution, the GBFF is designed to channel resources directly into areas where habitat loss and species decline are most acute.

Parallel to the GBFF announcements, substantial commitments were made to the ninth replenishment of the GEF Trust Fund (GEF-9), which covers the critical period from July 2026 to June 2030. Spain pledged €50 million and Uzbekistan committed $4.5 million, while the United Kingdom reaffirmed its significant contribution of £330 million. These collective efforts have pushed the total GEF-9 replenishment toward a target of $4.4 billion. Notably, 70% of this investment is earmarked for projects that directly contribute to the objectives of the Convention on Biological Diversity (CBD).

Diego Mesa Puyo, CEO and Chairperson of the GEF, described the announcements as a “powerful signal” that the international community is transitioning from ambitious environmental targets to tangible action.

“This vote of confidence in the GEF will enable us to integrate environmental action with development priorities, catalyse larger pools of capital and private investment, and deliver results faster and at scale,” Mesa Puyo stated. The GEF’s track record supports this optimism; between July 2022 and June 2026, the organization approved $4.64 billion for 649 projects spanning 144 countries, providing a robust framework for global biodiversity conservation.

For the host nation, these financial developments highlight the efficacy of international collaboration. Hambardzum Matevosyan, Armenia’s Minister of Environment and President of COP17, lauded the commitments as proof of what multilateralism can achieve in the face of the climate and biodiversity crises.

“As the COP17 presidency, we have initiated preliminary internal discussions on a possible contribution to join these efforts with the view of transforming commitments towards practical implementation,” Matevosyan said.

As COP17 continues, the focus shifts toward ensuring that these financial resources are deployed effectively. The combination of state-level contributions and municipal participation suggests a broadening consensus that biodiversity protection is not merely a national responsibility, but a global necessity that requires consistent, long-term investment to ensure the restoration of the planet’s ecosystems.
