The Indian government is signaling a pivotal change in its approach to electric vehicle (EV) adoption, moving from direct consumer subsidies to a framework that demands greater industry accountability. In a recent address at the Society of Indian Automobile Manufacturers (SIAM) annual session, Kamran Rizvi, Secretary of the Ministry of Heavy Industries, unveiled a roadmap that places the onus of highway electrification squarely on Original Equipment Manufacturers (OEMs). This development represents a significant evolution in the broader Business landscape, as policymakers seek to transition the EV ecosystem from a government-funded initiative to a self-sustaining industrial network.

Addressing the Reliability Crisis in Infrastructure

A central pillar of the Ministry’s new strategy is the remediation of India’s current charging network. Data presented by the Ministry indicates that nearly 50% of the currently mapped charging stations are non-functional, a reality that severely hinders consumer confidence and retards the pace of mass adoption. By identifying 60 priority highway corridors for comprehensive electrification, the government is looking to move beyond sporadic, disconnected installations toward a standardized, high-reliability network.

For the Market to mature, infrastructure must be as dependable as traditional fuel retail. The Ministry has proposed a collaborative model where SIAM coordinates with automakers to distribute these 60 corridors among OEMs, holding them accountable not only for installation but for the maintenance and operational integrity of the hardware. This shift is essential to mitigate range anxiety—the primary deterrent for potential buyers—and to ensure that the infrastructure keeps pace with the surging vehicle population.

Evolving the Subsidy Model and Economic Viability

The move toward an OEM-led model aligns with the government’s broader fiscal strategy: gradually phasing out direct purchase subsidies. The success of the electric three-wheeler segment, which has already achieved a 50% penetration rate without perpetual state support, serves as a proof of concept. To facilitate this transition, the Ministry has earmarked a Rs 2,000 crore corpus specifically for infrastructure deployment. Furthermore, the plan includes the development of dedicated charging depots across 160 cities to support the electrification of public bus fleets, creating a dual-layered growth strategy that addresses both private vehicle owners and public transit.

Strategic Implications for the Automotive Industry

The government’s mandate for automakers to treat charging as a “standalone business” is an analytical shift in industry responsibility. Unlike conventional fuel retail, which relies on complex upstream supply chains and logistics, EV charging relies on grid connectivity and electrical maintenance. By integrating these services into their business models, OEMs have the potential to unlock new revenue streams while fostering brand loyalty through a superior customer experience.

The goal to saturate major highways within the next two to three years is ambitious but necessary. As the automotive sector faces a period of rapid technological transformation, those companies that proactively embrace the responsibility of infrastructure management will likely gain a competitive edge. This shift does more than just install hardware; it forces a integration of the vehicle and the energy ecosystem. As the industry recalibrates, the successful realization of this roadmap will be a key indicator of India’s ability to lead the global transition toward sustainable mobility, ultimately determining the long-term health of the automotive sector and its associated value chains.
