India Set to Pioneer Tokenized Corporate Bonds Using CBDC Pilot

In a significant stride toward modernizing its financial infrastructure, India is reportedly preparing to launch its first-ever issuance of tokenized corporate bonds. The initiative, slated for a September debut, aims to bridge traditional debt markets with cutting-edge blockchain technology and the country’s central bank digital currency (CBDC).

According to reports citing sources familiar with the matter, state-controlled power infrastructure financier REC Limited is poised to lead the pilot program. The firm plans to issue tokenized bonds valued at less than 5 billion Indian rupees ($57 million). This move represents a collaborative effort between the Reserve Bank of India (RBI) and the Securities and Exchange Board of India (SEBI) to test the efficiency of digital ledger technology in high-value settlements.

A Two-Wallet System

The operational framework for the pilot is designed to ensure seamless integration between digital currency and security ownership. To participate, investors will be required to maintain two distinct digital accounts:

  1. A Wholesale CBDC Wallet: Provided by a participating bank to facilitate the digital payment.
  2. An Electronic Securities Wallet (DEMAT 2.0): Currently being developed by Indian securities depositories, this ledger will utilize distributed ledger technology to record and track bond holdings with unprecedented transparency.

“India’s central bank digital currency will be used to buy the tokenized bonds,” noted one of the sources familiar with the project. By settling transactions directly through the CBDC, the pilot aims to eliminate the need for traditional intermediary-heavy clearing processes, thereby reducing settlement times and costs.

Shaping the Future of Debt Markets

The pilot program will initially be restricted to a select group of institutional investors to ensure a controlled testing environment. The bonds are expected to carry an initial three-month lockup period. Furthermore, industry experts anticipate that major Indian exchanges will move to establish a secondary market for these tokenized bonds by December, potentially paving the way for broader adoption.

The official unveiling of the project is widely expected to take place at an annual financial technology summit in Mumbai this September.

The integration of blockchain in sovereign and corporate debt instruments marks a critical pivot for the Indian financial sector. As the global shift toward digitized assets accelerates, India’s proactive testing of tokenized securities places it among a handful of nations exploring how to leverage sovereign digital currencies to increase market liquidity and security.

As of the time of publication, officials from the RBI, SEBI, and REC Limited have not provided official statements regarding the specific details of the pilot. However, market observers remain optimistic that this experiment could serve as a blueprint for the future of debt issuance in emerging economies.
