Profiting from Peril: Meta’s Algorithm Found Fueling Child Exploitation in India

Meta Faces Renewed Scrutiny Over AI-Generated Child Abuse Content in India

Warning: This story contains descriptions of abuse.

Meta is once again under fire after a scathing report revealed that hundreds of paid advertisements featuring artificial intelligence-generated child sexual abuse material (CSAM) were displayed on its platforms, Facebook and Instagram, over the past ten months. The findings, published by the Washington-based Tech Transparency Project (TTP), have sparked widespread outrage and raised serious questions regarding the efficacy of Meta’s safety enforcement in the Indian market.

A Failure of Enforcement

The TTP report identified 332 advertisements containing CSAM that successfully bypassed Meta’s content moderation filters. Alarmingly, the bulk of this activity occurred recently, with 274 of these ads surfacing in August alone. Despite Meta’s claims that it remains vigilant against digital exploitation, the report highlights that over a dozen of these harmful advertisements remained active on the company’s platforms even after researchers had alerted them to the breach.

The impact on India is particularly severe. Approximately 84 of the identified advertisements were targeted at Indian users. Most concerningly, 78 of these instances were published after the Indian government issued a stern directive to Meta to purge all CSAM from Instagram and held high-level meetings with company representatives to demand stricter compliance.

Manipulated Imagery and Global Reach

The TTP investigation uncovered a sophisticated and predatory use of technology, noting that perpetrators are now utilizing AI to manipulate existing photographs of minors. Among the disturbing imagery found were manipulated photos of children from public figures, including members of a European royal family, which were repurposed into abusive content.

This discovery comes shortly after a separate investigation by BBC Eye first exposed the prevalence of such paid advertisements on Instagram in India. Since that initial report, top Indian statutory bodies, including the National Commission for Protection of Child Rights and the National Human Rights Commission, have launched formal inquiries into the matter.

Legal and Ethical Backlash

Under Indian law, the distribution of child sexual abuse material is a severe criminal offence. Meta maintains that it strictly prohibits any content that exploits or endangers children and asserts that it reports any identified exploitation to the National Center for Missing and Exploited Children (NCMEC) in the United States.

However, child rights activists argue that these reactive measures are insufficient given the scale of the crisis. Bhuwan Ribhu, founder of the advocacy network Just Rights for Children, which represents over 250 organizations, has taken the fight to the judiciary. The network has filed a petition in the Supreme Court of India, demanding that the court mandate stricter identification protocols and proactive reporting requirements for social media giants.

In response to these latest findings, a spokesperson for Meta stated, “We don’t tolerate nudify apps or any kind of child exploitation, whether real or AI-generated. These criminals constantly shift tactics to evade detection, which is why we keep strengthening our detection and enforcement.”

As the Supreme Court considers the plea for stronger accountability, the pressure on Meta to go beyond automated detection and implement meaningful human oversight has never been greater. For many, the continued presence of these ads suggests a systemic failure that requires urgent intervention to protect India’s children from the digital age’s most insidious threats.
