Stour Environmental Credits (SEC) has begun issuing nutrient credits, opening the door for new homes and mixed‑use developments across the Stour catchment that have previously been delayed by nutrient neutrality rules.
Nutrient neutrality requirements help protect sensitive natural areas such as the Stodmarsh National Nature Reserve which is a Site of Specific Scientific Interest. Through its locally led scheme, SEC is making it easier for developers to meet these requirements and get sites moving again, while continuing to safeguard the environment.
The scheme’s initial mitigation programme is expected to support the delivery of more than 1,500 new homes, with an initial credit release already enabling up to 30 dwellings to progress. Further credits will be released on a regular basis as existing schemes progress, and new environmental mitigation projects are explored.
SEC is already working with developers, landowners and other stakeholders to expand the supply of credits over time, helping ensure the scheme can respond to future housing need across the catchment.

Who are Stour Environmental Credits?
Stour Environmental Credits is a not‑for‑profit company, owned and overseen by Ashford Borough Council and Canterbury City Council, with all proceeds reinvested in buying more mitigation, exploring news schemes, and monitoring existing mitigation in perpetuity.
Credits are generated through verified local mitigation projects that reduce nutrient pollution in line with Natural England guidance. The scheme complements wider strategic planning and environmental objectives, including Kent County Council’s Stodmarsh Catchment Nutrient Mitigation Strategy, supporting sustainable growth while delivering long‑term improvements to water quality, biodiversity and climate resilience.
