Massive Pre-Independence Day Terror Plot Foiled Across India, ISI-Backed Network Dismantled

Union Home Minister Amit Shah announced the breakthrough, revealing that a coordinated crackdown led to the arrest of 253 individuals across 14 states, effectively dismantling the "Shahzad Bhatti Network."
The multi-state operation, executed around August 12, saw simultaneous raids targeting operatives of the terror network. Home Minister Shah took to social media platform X to commend the agencies, stating, "To thwart nefarious designs of terror outfits before Independence Day, our security agencies launched simultaneous operations against the Shahzad Bhatti Network. 253 operatives detained in 14 states. 80-plus FIRs registered. Officials indicated that the primary focus of the sweep was in Uttar Pradesh, Haryana, Delhi, and Punjab, with additional arrests reported from other states, highlighting the widespread reach of the network.
Cache of Weapons and Surveillance Gear Seized
During the extensive raids, security forces recovered a substantial cache of incriminating materials, underscoring the sophistication and intent of the terror module. Among the seized items were improvised explosive devices (IEDs), Pakistan Ordnance Factory (POF)-marked grenades, pistols, live cartridges, and CCTV equipment. The recovery of CCTV gear is particularly significant, as officials suspect it was intended for espionage and reconnaissance of potential targets.
Intelligence sources revealed that the timing of this operation was crucial, as agencies had received specific inputs warning of imminent attacks in crowded areas leading up to the August 15 festivities.
Who is Shahzad Bhatti? The ISI’s Latest Weapon
At the heart of this dismantled network is Shahzad Bhatti, a Pakistan-based handler operating directly under the patronage of Pakistan’s Inter-Services Intelligence (ISI). Indian intelligence agencies have been tracking Bhatti for an extended period, recognizing his role in running a sophisticated cross-border network. This network is responsible for recruiting, funding, and arming operatives within India, often utilizing hawala channels for illicit financial transactions and encrypted messaging applications for communication.
According to officials, the Bhatti network specializes in smuggling explosives and small arms into India. It leverages local sleeper cells for critical reconnaissance of high-value targets. The presence of POF-marked grenades and surveillance-linked CCTV equipment among the recovered items are considered hallmarks of the module’s modus operandi, which involves a blend of direct terror strikes and covert surveillance.
The Home Ministry confirmed that the Shahzad Bhatti Network had been under continuous surveillance for several months.
