Crackdown on Excessive SIM Ownership: New Verification Rules Take Effect August 24

In a significant move to bolster national security and streamline telecommunications oversight, the Department of Telecommunications (DoT) has issued strict new directives regarding mobile connection limits. Starting August 24, telecom service providers (TSPs) are mandated to prevent individuals from obtaining mobile connections beyond the government-prescribed limit of nine SIM cards.

This initiative is part of an ongoing effort to curb identity fraud and prevent the misuse of telecommunications infrastructure.

How the New Verification System Works

Under the updated new SIM verification system, telecom operators are required to employ sophisticated technical and organizational measures to screen applicants. To facilitate this, the DoT will provide TSPs with access to the Digital Intelligence Platform (DIP) beginning August 23.

This platform will house representative images of subscribers who have already reached their maximum allotment of SIM cards. Operators are required to download these images daily. If a subscriber attempts to purchase a new connection, the operator will compare their credentials against the DIP database. Should the applicant be found to have already hit the limit, the operator must inform the individual that their request cannot be fulfilled.

Implementation Timeline: From Post-Facto to Real-Time

The government has outlined a phased rollout for these measures:

• August 24 (Initial Phase): Operators must begin checking for excess connections. Initially, the system may function on a "post-facto" basis, meaning verifications can take place one day after the connection is enrolled. Any SIM card found to exceed the limit during this 24-hour review window will be immediately suspended.
• November 30 (Full Real-Time Integration): By the end of November, the post-facto system will be phased out in favor of a fully real-time verification process. This will ensure that unauthorized connections are blocked at the point of sale before they can ever be activated.

Understanding Connection Limits

While the national limit is set at nine connections per individual, the DoT maintains region-specific regulations to address unique security concerns. The current permissible limits are:

• General India: Maximum of 9 mobile connections.
• Jammu and Kashmir, Assam, and the North-East: Maximum of 6 mobile connections.

Subscribers are reminded that they are legally obligated to provide a truthful declaration in their Customer Application Form (CAF) regarding the number of mobile connections they currently hold across all providers and service areas.

Licensed Service Areas (LSAs) have been designated as the competent authorities to resolve any disputes or complications arising from the implementation of these new rules. As the November 30 deadline approaches, the DoT’s transition to a real-time system marks a major step forward in creating a more secure and transparent digital ecosystem for all users.
