India’s Fabless Semiconductor Ambitions Face the Hard Truth of Commercial Scaling

New Delhi: For Chennai-based semiconductor startup Mindgrove Technologies, the transition from the laboratory to the factory floor is no longer a distant vision. "Our chip is out of the lab," says co-founder and CEO Shashwath T.R. "We are moving into the industry."

This sentiment captures the cautious optimism currently rippling through India’s nascent semiconductor sector. After five years of development, Mindgrove recently achieved a pivotal breakthrough: an alliance with Prama India to integrate its homegrown silicon into domestic CCTV surveillance networks.

The Policy Catalyst

The opening for Mindgrove emerged from a strategic shift in government policy. In April 2024, the Indian government mandated strict transparency regarding the origin of critical electronic components. By April 2026, non-certified imported cameras will effectively be barred from the internet-connected CCTV market—a move that fundamentally undermines the dominance of Chinese giants like Hikvision and Dahua.

However, industry experts warn that while policy mandates can force a market shift, they do not guarantee immediate commercial success. These "memoranda of understanding" (MoUs) are often preliminary; the path from prototype to mass production is fraught with technical, financial, and logistical hurdles.

As India doubles down on its fabless dream, startups like BigEndian and Netrasemi are finding that building the chip is only half the battle.

The Hurdles of a Nascent Ecosystem

Unlike the integrated giants of the West, Indian startups operate under significant competitive disadvantages. The cost of Intellectual Property (IP) licensing and Electronic Design Automation (EDA) software can be exponentially higher for a local startup than for an established Chinese competitor.

"The pool of IP needed to kick-start a chip can cost an Indian company about $5 million, compared to less than $2 million for a Chinese company," notes Sunil Kumar, CEO of BigEndian. Furthermore, these firms lack the "bargaining power" of global corporations. When dealing with specialized manufacturing foundries in Taiwan, Indian startups are often deprioritized, leading to lengthy delays and cost inflation that can make the final product less attractive to price-sensitive OEMs.

Building Bridges, Not Just Chips

To survive, founders are moving toward a "customer-first" model. HrdWyr, for instance, partnered with audio brand boAt before finalizing its chip architecture, ensuring that the product solved real-world problems for a guaranteed buyer.

"India has the talent, the market, and the policy momentum to build a globally competitive ecosystem," says Gaurav Nayyar, CEO of boAt. "The next step is turning that capability into commercially viable chips that meet global benchmarks."

The Road Ahead

The Ministry of Electronics and Information Technology (MeitY) is actively working to bridge the gap. Secretary S. Krishnan acknowledged that while the government will not create a "protected" economy that relies solely on local products, it is considering strategies like aggregating demand from multiple Indian firms to give them better leverage with global foundries.

The success of the India Semiconductor Mission 2.0—backed by a massive Rs 1.27 trillion budget—will ultimately be judged by whether these companies can pivot from government-supported prototypes to self-sustaining commercial entities.

As Mindgrove and its peers push forward, the challenge remains clear: in an industry where every month of delay carries a heavy price tag, Indian startups must quickly evolve from experimental ventures into globally competitive suppliers. The clock is ticking, and the market is waiting to see if these homegrown chips can hold their own against the world’s best.
