Youth Voices Take Center Stage in Shaping Europe’s Circular Economy Future

BRUSSELS – In a significant move to bridge the gap between policy-making and the next generation, European Commissioner Jessika Roswall met on Monday (August 31) with 16 youth representatives to integrate their vision into the upcoming Circular Economy Act (CEA).

The meeting marks a milestone in the European Commission’s ongoing efforts to ensure that the continent’s flagship environmental strategy is not only sustainable but representative of those who will live with its long-term consequences.

A Participatory Approach to Policy

The engagement is the culmination of a months-long participatory process initiated earlier this year. Building on an initial dialogue during the European Circular Economy Stakeholder Platform (ECESP) conference in April, a dedicated team of youth leaders—spearheaded by Generation Climate Europe and Academics for a Circular Economy—drafted a comprehensive “Youth Position Paper.”

During Monday’s session, these advocates presented their core recommendations to Commissioner Roswall, who oversees Environment, Water Resilience, and a Competitive Circular Economy. The group argued that the CEA must move beyond traditional waste management frameworks, pushing instead for a holistic approach that prioritizes resource efficiency, product durability, and the right to repair.

“Young people are not only stakeholders in Europe’s circular transition; they are essential partners in shaping it,” said Commissioner Roswall. “I am happy to receive their ambitious recommendations today, which will help inform our work as we prepare the Circular Economy Act.”

Key Demands from the Next Generation

The youth advocates emphasized that the transition to a circular economy must be as equitable as it is ecological. Their policy recommendations center on five key pillars:

• Resource Efficiency: Moving away from a “take-make-waste” model to smarter material management.
• Product Longevity: Implementing robust standards to make goods easier to repair and reuse.
• Material Quality: Ensuring that secondary materials meet high safety and quality standards to encourage market adoption.
• Social Fairness: Guaranteeing that the economic transition remains affordable and creates high-quality jobs.
• Investment in Skills: Allocating resources to train a new generation of workers for a circular labor market.

Representatives from the participating organizations expressed optimism regarding the engagement process. “This is a significant step forward for meaningful youth participation in environmental policy,” the group stated. “The Act will set the framework for a future that we, as young people, will feel the effect of.”

Building Toward 2026

The Circular Economy Act, expected to be adopted before the end of 2026, is a cornerstone of the EU’s strategy to bolster economic security, boost industrial competitiveness, and achieve deep decarbonization. By facilitating the cross-border movement of recycled materials and stimulating internal demand, the Commission hopes to make circularity a standard business practice rather than a niche initiative.

The integration of the “Youth Check”—which included a targeted online consultation for individuals aged 15 to 29—serves as a pilot for future EU legislative processes. By embedding these perspectives directly into the formal Impact Assessment, the Commission is setting a new precedent for how European law is drafted in the face of the climate crisis.

For the young advocates, this is only the beginning. As the legislative process moves toward its final stages, they remain committed to ensuring that their voices remain a permanent fixture in the boardroom of Europe’s green transition.
