BPSC Announces TRE-4 Amidst Protests: 32,388 Teaching Posts Open, But Concerns Linger

Patna, Bihar – The Bihar Public Service Commission (BPSC) has officially announced the fourth phase of its Teacher Recruitment Examination (TRE-4), creating 32,388 new teaching opportunities across the state. Applications for these highly anticipated positions are set to commence on September 1. However, this announcement comes amidst a backdrop of escalating protests from teacher aspirants in Patna, who have voiced strong concerns regarding recruitment delays, examination patterns, vacancies, and existing recruitment rules.

The notification, released on August 18, arrived just hours after a significant demonstration at Gardanibagh in Patna, where agitated aspirants had vehemently demanded the immediate release of the TRE-4 schedule. This latest development underscores a long-standing and contentious issue that has plagued Bihar’s teacher recruitment process for several months. Earlier this year, similar protests erupted as aspirants expressed deep frustration over persistent delays and unresolved issues from previous recruitment phases.

The ongoing agitation has garnered significant political support. RJD leader and Bihar Assembly Leader of Opposition, Tejashwi Yadav, met with protesters, assuring them of the opposition’s solidarity. Echoing these sentiments, CPI (ML) Liberation general secretary Dipankar Bhattacharya advocated for addressing recruitment-related grievances through constructive dialogue, rather than merely treating them as law-and-order problems.

While the TRE-4 notification provides a formal start to the recruitment drive, many of the core concerns raised by aspirants remain unaddressed, setting the stage for continued scrutiny and potential further unrest.

A Troubled Timeline: From TRE-1 to TRE-4

Bihar’s new teacher recruitment system was introduced in 2023 with TRE-1. The inaugural examination, advertised for 1,70,461 posts, was held from August 24 to 26, 2023. This first phase itself was not without controversy. A key policy change, removing the earlier domicile restriction and allowing candidates from across India to apply, sparked considerable outrage among local aspirants. They argued that this decision would significantly impact employment opportunities for Bihar residents.

TRE-2 followed in November 2023, offering more than 1.2 lakh posts. While the examination proceeded from December 7 to 16, the process later faced critical questions regarding a substantial number of unfilled vacancies and discrepancies in supplementary results.

The third phase, TRE-3, proved to be a major setback. Despite 87,774 announced vacancies, the examination held on March 15, 2024, was cancelled due to irrefutable evidence of a question-paper leak. The re-examination subsequently took place from July 19 to 22. Even after the re-examination, candidates continued to demand supplementary results for the remaining vacant posts, leading to repeated protests in Patna.

Why TRE-4 Holds Crucial Significance

For thousands of candidates, the latest recruitment drive transcends the mere number of 32,388 vacancies. It represents a critical litmus test for the BPSC: whether the entire process can be completed without the protracted delays and controversies that have marred earlier phases.

Aspirants have consistently raised demands for a single-tier examination, modifications to the proposed examination pattern, and a reconsideration of the domicile policy. The stakes are particularly high for candidates nearing the upper age limit, as prolonged delays in recruitment cycles directly impact their eligibility and future career prospects.

These developments in Bihar are also playing out against a backdrop of similar recruitment-related protests in neighboring Jharkhand. There, students have been demanding accountability for alleged examination irregularities and comprehensive reforms within the state’s recruitment system.

With applications for TRE-4 slated to open on September 1, the immediate focus will shift to the detailed examination schedule and the subsequent stages of the selection process. For Bihar’s dedicated teacher aspirants, this latest notification offers a glimmer of hope and a fresh opportunity. However, the ultimate success and credibility of TRE-4 will hinge entirely on the BPSC’s ability to navigate the process smoothly, from application and examination to results and final appointments, thereby restoring faith in the state’s beleaguered teacher recruitment system.
