Green Light for Drax: Environment Agency Approves Carbon Capture Plans

The approval comes after a comprehensive consultation process, which commenced with Drax’s initial application in May 2023. At that time, the Environment Agency conducted a public consultation to gather feedback on the proposed changes. Following this, the agency requested a more detailed assessment from Drax, deeming the initial information insufficient.
Drax responded by providing a revised air emissions risk assessment, which meticulously detailed potential substances that could be formed within the carbon capture plant. This led to a second public consultation held in February 2025. After reviewing all submitted comments and evidence from both consultation rounds, the Environment Agency expressed its inclination to issue the permit variation earlier this year (May 2026), before finally granting full approval.
Ian Foster, Area Environment Manager at the Environment Agency, underscored the thoroughness of the review process. "We have reviewed the comments and evidence from the consultation into our draft decision and are satisfied that robust levels of environmental protection are met," Foster stated. He further explained, "Environmental law sets out these conditions, and as a regulator we will issue the permit if we can find no reason that the operator would not be able to comply."
Carbon capture technology involves the removal of carbon dioxide from waste gases, typically through absorption in a specialized solvent. Once captured, the CO2 can either be utilized or permanently stored underground, thereby significantly reducing the amount of greenhouse gases released into the atmosphere.
Drax Power Limited’s specific plans involve capturing the vast majority of carbon dioxide emitted during its electricity generation process. This captured CO2 will then be transported for permanent and secure storage deep beneath the North Sea, contributing to the decarbonisation of the UK’s energy sector.
The Environment Agency emphasizes that it only issues permits or permit variations when it is fully satisfied that the operator can consistently comply with all mandated conditions. This includes demonstrating appropriate systems are in place to operate without causing harm to the environment, human health, or wildlife. The granting of this permit variation signifies the Environment Agency’s confidence in Drax’s ability to meet these stringent environmental protection standards.
This decision marks a critical milestone for Drax’s multi-billion-pound Bioenergy with Carbon Capture and Storage (BECCS) project, which aims to not only generate electricity but also actively remove CO2 from the atmosphere.
