Piyush Goyal Outlines Strategy to Reverse Brain Drain, Takes Aim at Political Critics

New Delhi: Union Minister Piyush Goyal, currently on an official visit to Germany and the Netherlands, has ignited a fresh discourse on the imperative of bringing India’s global talent back to the homeland. During an interactive session with Indian science and technology research students in Berlin, the minister discussed the government’s ambitions to leverage the nation’s diaspora to bolster domestic innovation.

Drawing parallels with China’s aggressive state-sponsored initiatives—which focus on recruiting high-level researchers and technical experts from abroad—Goyal emphasized that India is exploring ways to replicate this success. However, he was quick to highlight that India’s path must be firmly rooted in its democratic ethos, distinguishing it from the authoritarian methods utilized by Beijing.

Balancing Innovation and Democratic Values

When questioned about the potential for a formal policy to incentivize the return of Indian scientists, Goyal noted that while the goal is clear, the implementation remains a challenge. He acknowledged that such programs often face scrutiny regarding transparency and potential misuse of funds.

In a sharp political aside, the Minister took a jab at Abhijeet Dipke of the CJP, suggesting that any government-led scholarship or funding initiative would inevitably be met with skepticism from political critics. “If we do this, then people like Abhijeet Dipke will come and say that it was the government’s job to fund the students, grant scholarships so why should we do it on our own,” Goyal remarked.

The Minister’s comments follow a tense period of political friction, as Dipke’s organization remains vocal in its criticism of current government processes, including ongoing protests against the Chief Election Commissioner regarding electoral roll integrity. Goyal argued that such “elements” complicate the policy-making landscape, forcing the government to carefully calibrate its initiatives to maintain public trust while fostering development.

Urging Talent to Support ‘Viksit Bharat’

Beyond the political rhetoric, Goyal made an emotional appeal to the students in Berlin. He urged them to look beyond immediate economic prospects and consider the role they can play in the nation’s growth. “It’s not always entirely economic… it’s your motherland after all. We have to give back,” he said, inviting the students to collaborate with the government to shape policies that encourage a return to India.

The minister’s visit, accompanied by a delegation of over 100 Indian businesses and startups, aims to highlight the ‘India story’ and integrate the efforts of the diaspora into the country’s ‘Viksit Bharat’ (Developed India) journey.

Challenging Europe on Climate Responsibility

During his participation in the Berlin Global Dialogue 2026, Goyal also steered the conversation toward climate justice. He firmly pushed back against European narratives regarding carbon emissions, arguing that the burden of the current climate crisis rests on the shoulders of developed nations.

Goyal pointed out that while India supports 17% of the world’s population, its contribution to global carbon emissions is remarkably low. He questioned the fairness of the Carbon Border Adjustment Mechanism (CBAM), suggesting that Europe’s historical reliance on coal to fuel its early industrial growth created the current environmental predicament. “Who’s responsible for this mess in the first place? You were growing, you wanted low cost of energy,” he stated, warning that European protectionist policies could lead to a significant increase in the cost of living.
