India Set to Unveil High-Level Banking Reforms Panel, Focus on Youth and Growth

NEW DELHI – India’s financial landscape is on the cusp of significant transformation, with Finance Minister Nirmala Sitharaman announcing the imminent formation of a high-level committee dedicated to comprehensive banking reforms. Speaking at a conclave of 12 public sector banks (PSBs) and public financial institutions on Monday, Sitharaman emphasized that the government would "soon" reveal the composition of this crucial panel, which was initially unveiled in the Budget 2026-27.

The committee’s primary mandate will be to scrutinize the banking sector’s alignment with India’s ambitious growth objectives, particularly in the context of achieving ‘Viksit Bharat’ (Developed India). A senior finance ministry official hinted that the panel could be operational as early as the end of this month, signaling the government’s swift action on this front.

During her address, the Finance Minister lauded the banking sector’s improved asset quality, a testament to ongoing efforts to strengthen financial stability. However, she also underscored a forward-looking vision, stating that the future of banking must "reflect the aspirations of India’s youth." This emphasis suggests that the upcoming reforms will likely incorporate measures aimed at enhancing financial inclusivity and access for younger generations.

"Sooner the committee will be announced and the material that you are producing from [the] two-day discussions on the basis of a well-researched set of documents, which have been shared with you in advance, will hopefully provide the substantive meat for the committee to also look at," Sitharaman stated, highlighting the integral role of the ongoing PSB conclave in shaping the committee’s agenda. The deliberations from this two-day event are expected to furnish valuable insights and recommendations for the high-level panel.

The inaugural day of the conclave saw detailed discussions on four critical themes: deposit mobilization, banking for youth, supporting the investment cycle, and the role of Global Capability Centres (GCCs). These topics underscore the multifaceted approach the government is taking to bolster the banking sector’s contribution to national development.

The impending announcement of the high-level banking reforms committee signals a proactive stance by the government to ensure the financial sector remains robust, dynamic, and capable of supporting India’s economic growth trajectory while catering to the evolving needs and aspirations of its diverse population.
