Northern Ireland Launches Major Consultation on Future Water and Sewerage Regulation

BELFAST – The Northern Ireland Department for Infrastructure has officially opened an eight-week public consultation aimed at shaping the future of the region’s water and wastewater services. The initiative seeks to establish clear social and environmental priorities that will guide the Utility Regulator for the 2028/29 to 2032/33 regulatory period.

The proposed policy framework, issued under Article 7 of the Water and Sewerage Services (Northern Ireland) Order 2006, serves as a mandate for the Northern Ireland Authority for Utility Regulation. It outlines how the regulator should weigh critical public needs against ecological responsibilities when overseeing the industry over the next decade.

Balancing Growth and Sustainability

Infrastructure Minister Liz Kimmins, who launched the consultation on September 1, emphasized the delicate balance required to manage Northern Ireland’s vital infrastructure. She noted that while the provision of clean, safe drinking water and the effective treatment of wastewater remain fundamental public rights, the industry faces mounting pressure from both urban development and environmental degradation.

“I am committed to working closely with NI Water, the Utility Regulator, and all stakeholders to deliver the priorities set out in this guidance,” Minister Kimmins stated. She underscored that the new framework is designed to bridge the gap between meeting the rising demand for housing and infrastructure development and the urgent need to protect the natural environment in the face of climate change.

The guidance is expected to act as the cornerstone for the regulatory strategy during the 2028–2033 period. By formalizing these social and environmental objectives, the Department aims to ensure that the Utility Regulator is fully aligned with the broader government goals for sustainable growth and environmental stewardship.
