US Commerce Department Slams India with Dumping and Subsidy Tariffs on Paprika Oleoresin

Washington D.C. – August 19, 2026, 14:40 GMT – The United States Department of Commerce has issued a final determination confirming that India is both dumping and subsidizing oleoresin paprika in the U.S. market. This decision paves the way for significant tariffs on the Indian spice extract, impacting trade relations and the global oleoresin market.

Following an exhaustive investigation, the Commerce Department concluded that Indian producers are selling oleoresin paprika in the United States at less than fair value, a practice known as "dumping." Concurrently, it found that the Indian government is providing unfair subsidies to these producers, further distorting market competition.

As a result of this final determination, the Commerce Department has imposed a final dumping rate of 5.08 percent and a final subsidy rate of 21.90 percent on all Indian producers of oleoresin paprika. In addition to these blanket rates, two other unnamed Indian manufacturers will face similar but separately calculated dumping and subsidy rates, reflecting their individual circumstances in the investigation.

This ruling underscores the U.S. government’s commitment to enforcing fair trade practices and protecting domestic industries from what it deems to be unfair foreign competition. The tariffs are designed to offset the price advantage gained by Indian exporters through these alleged unfair trade practices, thereby leveling the playing field for U.S. producers.

The decision is expected to have a notable impact on the oleoresin paprika supply chain, potentially leading to increased costs for U.S. buyers and shifts in procurement strategies. Manufacturers that rely on Indian oleoresin paprika for products such as food colorings, flavorings, and pharmaceutical applications will need to adjust to the new tariff landscape.

Further details regarding the specific methodologies and findings that led to these rates are anticipated to be released in the coming days. Industry stakeholders and trade experts will be closely analyzing the full statement from the Commerce Department to understand the broader implications of this significant trade action.
