Bureaucratic Shake-Up: Deepti Gaur Mukerjee Named New Higher Education Secretary Amidst Scrutiny and Reshuffle

Why the Abrupt Change? The Gangwar Controversy
The decision to appoint Mukerjee is a direct consequence of the Union government’s withdrawal of Naresh Pal Gangwar’s appointment as Higher Education Secretary, made just three weeks prior. Gangwar, a 1994-batch IAS officer of the Rajasthan cadre, had his initial posting placed in abeyance following sustained public outcry and media scrutiny.
The controversy surrounding Gangwar stemmed not from his record as Secretary, Department of Animal Husbandry and Dairying, but from a substantial subsidy his family had received years earlier. According to reports, three of Gangwar’s family members – his mother, wife, and son – collectively received over Rs 1 crore under a National Horticulture Board (NHB) scheme. This scheme, overseen by the Ministry of Agriculture and Farmers’ Welfare, is designed to support small and marginal farmers venturing into commercial horticulture, specifically for cucumber cultivation in this instance.
The timing of the final tranche of the subsidy proved particularly problematic. It was released after Gangwar had assumed his role as Secretary, Department of Animal Husbandry and Dairying, a position that placed him within the same administrative ecosystem as the very scheme benefiting his family. Opposition leaders were quick to seize on the apparent conflict of interest. CPI(M) Rajya Sabha MP John Brittas publicly denounced the appointment as a "farce," especially against the backdrop of ongoing controversies surrounding examination paper leaks and questions of institutional accountability within the government.
Gangwar has consistently denied any wrongdoing, maintaining that no service rules were violated. He has also asserted that his mother and son do not qualify as "dependent family members" under the All India Services (Conduct) Rules. However, the public and political pressure ultimately led to the government’s decision to reconsider the appointment.
A Domino Effect: Five Key Departmental Changes
Mukerjee’s appointment to higher education has triggered a chain reaction, leading to a comprehensive reshuffle across five departments. This single correction at the top of the higher education portfolio has resulted in a series of interconnected personnel changes:
- Higher Education: Deepti Gaur Mukerjee takes over from Vineet Joshi.
- Corporate Affairs: Pallavi Jain Govil, previously the Youth Affairs Secretary, steps into Mukerjee’s former role as the new Corporate Affairs Secretary.
- Youth Affairs and Sports: Sunil Paliwal, who was serving as the Chairman of the Inland Waterways Authority of India (IWAI), assumes the role of Youth Affairs Secretary, replacing Govil.
- Inland Waterways Authority of India: Sushil Kumar Lohani, currently Officer on Special Duty in the Cabinet Secretariat, has been appointed Chairman, IWAI, succeeding Paliwal.
- Water Resources and Ganga Rejuvenation: Archana Verma, an Assam-Meghalaya cadre IAS officer, has been named Secretary, Department of Water Resources and Ganga Rejuvenation, taking over from V L Kantha Rao.
