In 1985, the concept of instantly transferring data across continents was a distant dream. Software code, painstakingly developed in India for American clients, had to be physically stored on magnetic tapes, meticulously packaged, and then painstakingly flown thousands of miles to the United States. This archaic process meant engineers often waited weeks for feedback, severely stifling innovation and growth.
This arduous reality was dramatically altered by a single, audacious experiment – one that hinged on the ingenuity of a global tech giant and the vision of a determined Indian bureaucrat.
The Dallas Connection: A Pioneer’s Plight
American technology powerhouse Texas Instruments sought to establish a direct, real-time communication link between its fledgling Bengaluru office, located at Sona Towers on Miller’s Road, and its Dallas headquarters. The company required a dedicated 64 kilobits per second (kbps) satellite connection. While this speed seems glacial by today’s standards, in 1985, it represented the bleeding edge of telecommunications technology.
However, a formidable hurdle emerged: India’s labyrinthine regulatory system. There was no existing provision allowing a private foreign company to operate international telecommunications equipment. Government departments, riddled with anxieties about national security, feared a large satellite dish could be exploited for espionage.
A Bullock Cart Carries the Future
After months of navigating bureaucratic red tape, the crucial satellite equipment finally arrived in India. Yet, another unexpected obstacle materialized. The infrastructure of 1980s Bengaluru was simply not equipped to transport such large and delicate machinery. The solution was as unconventional as it was effective: the satellite dish, destined to revolutionize India’s software industry, was carefully loaded onto a wooden bullock cart and slowly transported through the city, pulled by a pair of white oxen.
When the engineers finally powered up the system, history was made. For the first time, code developed in India could be transmitted directly to the United States, compiled on a computer in Texas, and feedback returned to Bengaluru almost instantaneously. The vast geographical distance, once an insurmountable barrier, had been rendered irrelevant.
N. Vittal: The Architect of a National Strategy
While the Texas Instruments experiment undeniably showcased India’s burgeoning engineering talent, it also exposed a critical flaw in the existing infrastructure. Operating a private satellite link was prohibitively expensive, reportedly costing around Rs 45 lakh annually in licensing and bandwidth charges alone – a sum far beyond the reach of Indian startups.
This is where N. Vittal, a 1960-batch IAS officer from the Gujarat cadre and Secretary of the Department of Electronics between 1990 and 1996, entered the narrative. Vittal, adorned with the prestigious Padma Bhushan, recognized that the isolated solution of Texas Instruments could be scaled into a national strategy. Instead of burdening every company with the cost of building its own communication infrastructure, he envisioned a network of shared digital highways.
His visionary answer was the establishment of the Software Technology Parks of India (STPI).
Transforming a Rs 100 Million Industry into a Global Giant
In 1991, India’s software exports languished at a mere $100 million. During discussions on economic reforms, Finance Secretary Bimal Jalan reportedly challenged Vittal: if the government dismantled regulatory barriers, simplified procedures, and addressed industry demands, what could be the growth trajectory for software exports? Vittal’s response was audacious – he reportedly promised a staggering $400 million. This ambitious target, announced at a NASSCOM event, stunned many industry leaders.
Undeterred, Vittal pressed ahead. STPI was designed to foster an environment conducive to rapid growth. It introduced shared satellite infrastructure, allowing multiple companies to leverage high-speed connectivity without individual exorbitant investments. Furthermore, STPI facilitated duty-free imports of computer hardware, streamlined approval processes, offered crucial tax incentives, and eased access to international markets. Small and medium-sized enterprises, previously constrained by capital and infrastructure limitations, could now simply "plug into" a system specifically engineered to support innovation and expansion.
