Karnataka Government Forms High-Level Cabinet Panel to Overhaul Education Sector
BENGALURU: In a proactive move to address systemic challenges within the academic ecosystem, the Karnataka government has constituted a five-member cabinet sub-committee tasked with recommending sweeping reforms across the state’s education sector.
The initiative, finalized during a cabinet meeting on August 21, aims to tackle a wide spectrum of concerns, ranging from the integrity of state examinations to the rising financial burden on families and the mental well-being of the student population. According to an official memorandum issued on August 26, the committee has been mandated to submit a comprehensive report with actionable recommendations within one month.
A Multidisciplinary Approach
The high-powered panel is chaired by Health and Family Welfare Minister U.T. Khader and includes a diverse group of ministers to ensure a holistic approach:
- Basavaraj Rayareddy: Higher Education Minister
- Priyank Kharge: Home Minister
- Sharan Prakash Patil: Medical Education and Skill Development Minister
- Madhu Bangarappa: School Education Minister
Key Mandates for Reform
The committee’s scope of work is categorized into six critical pillars designed to modernize the state’s educational framework:
- Examination Integrity: A top priority is the eradication of paper leaks and examination malpractice. The panel will devise strategies to ensure transparency in recruitment and testing, including the implementation of a strict, time-bound examination calendar.
- Affordability: Recognizing the financial strain on households, the government has tasked the panel with exploring regulatory frameworks for private school fee structures and increasing oversight of private coaching centres.
- Infrastructure Strengthening: The committee will assess the status of government schools, pre-university colleges, and universities, focusing on filling teacher vacancies and improving essential resources such as laboratories, libraries, and student hostels.
- Employment-Oriented Curriculum: To bridge the gap between academia and industry, the government wants to align curricula with emerging job market needs. This includes a push for vocational skilling, internships, and stronger industry-academia partnerships.
- Mental Health and Student Support: Addressing the growing concern of academic pressure, the panel will propose improved counseling frameworks, particularly for students residing in hostels and competitive coaching hubs.
- Access and Equity: The government remains committed to inclusive growth, directing the panel to review scholarship programs, hostel capacity expansion, and support systems for SC/ST, OBC, minority, and first-generation learners.
Transparent Consultation Process
To ensure the reforms are grounded in ground-level realities, the cabinet sub-committee is expected to conduct wide-ranging consultations with key stakeholders, including students, parents, teachers, and school administrators. The panel is also empowered to enlist the help of subject-matter experts to refine their proposals.
As the state moves forward with this ambitious agenda, the Higher Education Department will serve as the nodal agency, overseeing the transition from policy review to implementation.
