India Stance Firm: Trade Deal with US Awaits Preferential Tariff Terms

NEW DELHI – India has issued a clear directive regarding the long-anticipated Bilateral Trade Agreement (BTA) with the United States: the deal will only be finalized once Washington grants New Delhi preferential tariff terms that provide a competitive edge over global rivals.

Union Commerce and Industry Minister Piyush Goyal confirmed the government’s position on Thursday while addressing a national workshop on the Leveraging FTAs (Free Trade Agreements) outreach program.

“As soon as the US is able to give us the preferential rate in comparison to our competition, we will finalise the BTA and announce the final details,” Goyal stated, as reported by the news agency ANI.

A Strategic Pivot in Negotiations

The proposed trade agreement has been a focal point of economic diplomacy between the two nations, aimed at dismantling trade barriers, expanding market access, and deepening the strategic economic partnership. However, the path to a signed deal has been marked by careful deliberation on market advantages.

India’s insistence on tariff parity is a strategic move to ensure that its domestic exporters are not disadvantaged against competitors who may already enjoy better terms in the US market. By seeking a “preferential edge,” India aims to secure a more favorable position in the highly competitive American retail and industrial sectors.

Procedural Hurdles vs. Policy Differences

The state of the negotiations has remained a subject of intense speculation. A senior US official noted as recently as July that the text of the agreement is effectively finalized. At that time, the official suggested that the deal could be signed within three to four months, noting that the primary remaining hurdle involved ongoing US Section 301 trade investigations.

According to US sources, the delay is largely procedural rather than a reflection of deep-seated policy rifts between New Delhi and Washington. The agreement is described as being “on paper,” awaiting the final administrative and regulatory approvals to move forward.

The Path Forward

For India, the current emphasis remains on leveraging its growing role in the global supply chain to secure favorable long-term economic terms. As the world’s two largest democracies continue to align their geopolitical interests, this Bilateral Trade Agreement serves as the final, critical piece of the puzzle in strengthening the economic backbone of the India-US partnership.

While the timeline for the final signature remains fluid, Minister Goyal’s statement underscores that India is prioritizing long-term export competitiveness over the speed of the agreement’s conclusion.
