Environment Agency Seeks Public Input to Shape Future of National Waterways

The Environment Agency has officially launched a public consultation, inviting water users, local communities, and stakeholders to influence the long-term management of England’s inland waterways. The initiative, centered on the draft National Navigation Strategy 2026-2031, seeks to define the operational priorities for the next five years.

As the authority responsible for overseeing more than 1,000 kilometers of navigable rivers and channels—including the non-tidal River Thames, the Medway navigation, and the Anglian waterways—the Environment Agency is looking to modernize its approach to service delivery.

An Agile Approach to Navigation

The draft strategy acknowledges a critical need for adaptation. Rather than setting rigid, long-term mandates, the agency is adopting an “agile” framework. The primary goal for the 2026-2031 period is to reinforce the foundational duties of the organization while simultaneously gathering data to inform more complex decisions regarding the future of these corridors.

By balancing statutory responsibilities with the evolving needs of boaters, businesses, and recreational users, the agency aims to ensure that its waterways remain sustainable assets for future generations.

The Power of Public Voice

While the draft has already benefited from internal staff contributions and consultations with national stakeholder groups, the agency is now casting a wider net.

“We’re proud of what we do and committed to getting the future right,” said Simon Hawkins, the Environment Agency’s director of navigation. “The draft strategy sets out our vision for the years ahead, but we want to make sure it reflects the views of the people who use and value our waterways. Their voice matters and will help us build on our strengths and focus on what matters most.”

The consultation process is now open to the public, and the agency is encouraging a broad range of feedback to ensure that the final policy is representative of its diverse user base.
