The rules are set to come into force 180 days after their publication in the Official Gazette, providing a critical transition window for government departments, financial institutions, and digital infrastructure providers to align their internal systems.

A Unified Foundation for Critical Sectors

While India has operated under IST for decades, the new regulations represent a shift from traditional usage to a strictly enforced, traceable standard. Under the mandate, time-dependent systems in vital sectors—including banking, telecommunications, power grids, and defense—must synchronize with an authorized IST source.

The move is part of the broader “One Nation One Time” initiative announced in January 2025. The core objective is to eliminate the discrepancies that arise when devices and network servers rely on independent, unsynchronized clocks, which can cause significant issues in data logging, transaction tracking, and cyber-incident investigations.

Cutting-Edge Synchronization: The “White Rabbit” Protocol

At the heart of this initiative is the deployment of high-precision distribution technology. The government is implementing “White Rabbit,” an open-source networking technology originally developed by CERN.

Unlike standard internet time synchronization, which can be vulnerable to variable travel delays, White Rabbit measures the latency of timing signals across fiber-optic networks and actively corrects for delays. This ensures that clocks across vast distances remain synchronized with nanosecond-level precision.

By utilizing a terrestrial fiber-optic network, India is also creating a vital redundancy for timing data. While satellite-based systems are often used for timing, they remain susceptible to jamming and spoofing. By supplementing satellite navigation with robust fiber-based links, the government aims to enhance the resilience of the nation’s critical infrastructure.

Why Precision Matters

For sectors like high-frequency trading and telecommunications, time is the fundamental unit of reliability. Since 2013, the Securities and Exchange Board of India (SEBI) has mandated that stock exchanges synchronize their systems with atomic clocks to an accuracy of one millisecond. The new rules extend this requirement for high-level coordination to the national level.

As the custodian of India’s time, the CSIR-National Physical Laboratory (NPL) maintains UTC(NPLI)—India’s realization of Coordinated Universal Time. By mandating that all critical systems draw their time from authorized sources traceable to NPL, the government is ensuring that India’s digital ecosystem remains synchronized, secure, and ready for the demands of the modern era.
