India stalls Alipay+ payments link over security, data concerns, sources say

New Delhi Halts Alipay+ Integration Plans Amid Heightened Security Scrutiny

NEW DELHI – Efforts by Ant Group’s Alipay+ to establish a digital payment bridge with India’s Unified Payments Interface (UPI) have hit a significant roadblock, as New Delhi raises alarms over national security and data sovereignty.

According to three sources familiar with the matter, the proposal, which sought to facilitate seamless cross-border transactions for travelers and businesses, has been effectively stalled by Indian authorities. The decision reflects a growing trend of defensive regulatory posturing by the Indian government regarding the involvement of Chinese-linked financial technology firms in the country’s critical digital infrastructure.

The primary sticking points in the negotiations center on the governance of sensitive financial data. Indian regulators have reportedly demanded rigorous assurances regarding where and how customer information is stored, processed, and accessed. Given the historical friction between India and China, New Delhi remains particularly cautious about allowing foreign entities—especially those with significant ties to the Chinese market—to gain deep integration into the domestic financial ecosystem.

The stalled initiative, known as Alipay+, aimed to allow users of various digital wallets across Asia to make payments at Indian merchants using QR codes, leveraging the country’s robust UPI framework.

“The government is taking a zero-trust approach,” one source noted, highlighting that any deal of this magnitude would require unprecedented transparency and potential localization of data centers, requirements that appear to have deterred further progress.

This development marks a setback for Ant Group’s broader ambitions to expand its cross-border payment network. For India, the decision underscores a “security-first” strategy, prioritizing the protection of its indigenous payment infrastructure—which has seen explosive growth in recent years—over the convenience of international connectivity.

As of now, neither Ant Group nor the Reserve Bank of India (RBI) has issued a formal statement regarding the current status of the negotiations. Observers note that without a significant shift in the geopolitical climate or a drastic change in data-handling protocols, the path forward for this integration remains uncertain.
