Mexico City, Mexico – Mexican companies are grappling with a significant challenge in their artificial intelligence (AI) adoption journey: a widening gap between substantial investments in AI technologies and the elusive realization of measurable business transformation. Experts warn that many organizations are entering an "AI dead zone," where capital is poured into software and digital tools without the fundamental restructuring of processes, employee preparedness, or organizational frameworks necessary to yield tangible returns.

The issue is particularly pronounced in burgeoning tech hubs like Guadalajara, where global technology companies are increasingly shifting their focus from mere execution to innovation, strategic decision-making, and advanced digital capabilities. However, even in this vibrant ecosystem, the challenge remains clear: acquiring AI technology is no longer the primary hurdle; converting that access into quantifiable business value is.

Cecilia Lozano, Director of Devices for AI, Cloud and Cybersecurity at IBM Guadalajara, highlights a crucial paradigm shift. "In IBM we have understood that as a business owner you have to take a step back, observe your company and not think about technology first, but your company first," says Lozano. This perspective underscores a broader issue: AI adoption often falls short when treated as an isolated technological project rather than an integral component of a comprehensive organizational overhaul.

The Perilous "Dead Zone": Where Investment Meets Stagnation

The concept of the "dead zone," or dead capital, eloquently describes this disconnect between technological investment and business value. Roberto Álvarez, Director of Advisory at KTSA, explains that companies often fall into this trap when they procure new software, infrastructure, or other technologies without simultaneously adapting their operational processes or adequately preparing their workforce for the impending changes.

This risk is amplified as companies increasingly integrate AI into their operations. Simply deploying a new AI tool does not automatically alter how employees make decisions, redesign existing processes, or inherently improve organizational productivity. The stark reality is that, according to Boston Consulting Group, a staggering 70% of digital transformation projects fail, underscoring the profound organizational challenges inherent in technology adoption.

For businesses, this means that the strategic justification for AI cannot terminate with its implementation. The true value of any AI deployment hinges on its ability to fundamentally change an operation, effectively address a specific business problem, or empower employees to execute tasks in innovative and more efficient ways. Lozano stresses that organizations must first identify areas with the potential for meaningful business impact and then strategically select the technology best suited to achieve those objectives.

This proactive approach also redefines the role of employees in AI adoption. Instead of viewing AI as a replacement for existing human expertise, organizations must leverage their internal knowledge base to strategically determine how AI can best be integrated into business processes. Lozano emphasizes that the existing workforce represents one of the most invaluable assets for training AI models. Experienced employees possess an intrinsic understanding of critical information, operational flows, and the specific data requirements for effective AI processing, thereby placing talent firmly at the epicenter of the transformation challenge.

The Growing Workforce Readiness Gap

Compounding these challenges is a burgeoning disconnect in workforce preparedness for AI. While employees in Mexico are largely enthusiastic about embracing AI, a significant gap exists between individual readiness and organizational efforts to cultivate these essential capabilities.

IBM’s AI Productivity Survey 2025 reveals that an impressive 91% of Mexican employees express readiness for AI, yet only 70% believe their companies are actively developing the necessary skills to facilitate this integration. This disparity suggests that while technological advancements are rapid, the human capital development required to fully leverage them is lagging behind. Companies may have access to sophisticated AI tools, but their employees require comprehensive training, redesigned workflows, and robust organizational support to seamlessly integrate these tools into their daily operations.

Álvarez points out that the challenge extends beyond simply increasing the number of technologically skilled individuals. AI is driving demand for a new suite of cognitive and soft skills, including analytical thinking, problem design, continuous learning, and ethical decision-making. For businesses, this implies that AI transformation transcends mere technical training. Employees need to develop the acumen to identify business problems addressable by AI, critically evaluate AI outputs, and integrate the technology into processes without losing sight of the overarching business context and strategic objectives.

The responsibility for addressing this skills gap is not solely confined to individual companies. Álvarez asserts that a collaborative effort involving public policy, the private sector, and educational institutions is vital to cultivate the robust talent base required for sustained competitiveness. This issue becomes increasingly critical as companies vie for both investment and specialized capabilities in a rapidly evolving global landscape.

Guadalajara’s Evolution: Beyond Execution to Strategic Innovation

The ongoing transformation of the workforce is also reshaping the strategic role of established technology hubs like Guadalajara. Yanai Rezende, General Manager of HP Guadalajara, observes that attracting technology investment is now increasingly predicated on factors such as innovation, talent pool, and speed of execution, rather than solely on cost efficiencies.

HP Guadalajara, with its nearly 2,800 employees, stands as one of the company’s eight global core hubs, alongside centers in the United States, Asia, and Europe. This operation exemplifies Guadalajara’s evolution beyond a model primarily focused on executing global processes. Teams in Jalisco are now leading global initiatives related to culture and inclusion, significantly elevating the strategic responsibilities entrusted to local talent.

Rezende highlights that younger generations seek flexible, agile, and human-centric work environments, placing a clear responsibility on companies to equip employees with the necessary technology to work effectively. This generational shift adds another layer of complexity to the AI transformation challenge. For companies operating in Mexico, the overarching objective is not merely to acquire advanced technology, but to cultivate agile and adaptive organizations capable of harnessing its full potential.

This principle extends to the critical domain of cybersecurity. Lozano notes Mexico’s transition into a vibrant digital economy, with 80% of its population enjoying internet access and 60% of small and medium-sized enterprises conducting online sales. However, as organizations become increasingly interconnected, their exposure to cyber threats also expands far beyond the confines of their internal infrastructure, necessitating a holistic approach to technological integration and risk management.
