Tamil Nadu CM Vijay Continues “Direct Governance” Trend with Surprise Inspection of Puzhal Central Prison

CHENNAI – In a move signaling a hands-on approach to public administration, Tamil Nadu Chief Minister Vijay conducted a high-profile surprise inspection of the Puzhal Central Prison on Friday. As one of the largest and most critical correctional facilities in India, the prison visit marks another chapter in the Chief Minister’s ongoing efforts to personally evaluate the state of government-run institutions.

During his visit to Puzhal Central Prison-I, Chief Minister Vijay conducted a comprehensive audit of the facility’s operational standards. His itinerary included an in-depth review of critical infrastructure, such as the hospital, the isolation ward, and the specialized drug de-addiction and rehabilitation center. He also inspected the high-security block, the visitors’ hall, classrooms, and the institution’s library, ensuring that the facility is meeting its mandate for both security and reform.

A significant portion of the inspection was dedicated to the welfare of the inmates. The Chief Minister personally examined the quality of food being served and evaluated the vocational training programs currently in place. In the prison’s workshop, he took a keen interest in items produced by inmates, ranging from industrial-grade iron storage racks to administrative supplies like paper covers and office file boards.

Most notably, the Chief Minister stepped away from bureaucratic reports to engage in direct dialogue with the incarcerated population. By seeking firsthand feedback from the inmates, he aimed to identify gaps in medical care, rehabilitation services, and daily living conditions.

“The Chief Minister personally inspected the basic facilities provided to prisoners, the food being provided to them, medical facilities, and the vocational centre, and enquired about the needs of prisoners,” an official government statement confirmed.

Following the prison visit, the Chief Minister extended his oversight to the local law enforcement infrastructure, conducting a surprise inspection of the M-3 Puzhal police station. There, he reviewed administrative records and inspected the functionality of the station, including the officer rooms and prisoner holding areas.

This series of surprise inspections has become a hallmark of Vijay’s tenure. Over the past three months, the Chief Minister has made similar unannounced visits to a government children’s hospital—prompted by social media reports of poor hygiene—and a government hostel for Dalit students.

These visits reflect a broader strategy of “direct governance,” where the Chief Minister prioritizes personal interaction with beneficiaries and service-users over traditional reporting channels.

The inspection of the Puzhal complex was facilitated by senior members of the Prisons and Correctional Services Department, including Additional Director General of Police Dr. Sandeep Rai Rathore and Chennai Range Deputy Inspector General T. Palani, alongside other high-ranking officials who joined the Chief Minister in his review of the complex’s standards.
