A children’s centre has become the UK’s first educational setting to be graded “exceptional” in all areas under a new Ofsted inspection framework.
The Rainbow Centre for Conductive Education, based in Palmerston Drive in Fareham, was rated “exceptional” in all areas following an inspection in December 2025.
The Rainbow Centre supports children with cerebral palsy, acquired brain injuries, developmental delays and other neurological conditions.

The centre also provides specialist services for adults with conditions such as multiple sclerosis, Parkinson’s, and stroke.
Ofsted inspectors described the charity’s approach as “ground-breaking practice,” noting that children make progress “beyond the bounds of expectation.”
They observed how children gain confidence, independence, and communication skills through individually tailored support.
The report highlights the deep bonds between staff and children, describing a nurturing environment where every child feels valued, heard, and safe.
Inspectors also commended the dedication of staff and leadership, calling them “inspirational.”
They said: “Celebrating the achievement of what children can do is central to the ‘magic’ of the setting.
“Staff use the conductive approach to empower children and honour every milestone they meet, which is unique to each child.
“Parents cannot speak highly enough of the care their children receive and the amazing impact the ‘magic’ of the setting has had on their children’s journey.”
The report noted The Rainbow Centre’s wider influence through partnerships with universities, professionals, and local leaders to improve understanding of special educational needs and disabilities (SEND) education.
