Buro Happold secures Class A environmental licence in Saudi Arabia

Buro Happold has been awarded a Class A environmental consultancy licence by the National Center for Environmental Compliance (NCEC) in Saudi Arabia, marking a significant milestone in our continued growth across the Middle East.

The accreditation places us among a limited number of international consultancies authorised to deliver regulated environmental services directly within the Kingdom, strengthening our position as a trusted advisor to governments, developers and industry partners.

“Securing our NCEC Class A licence marks a major milestone for Buro Happold and reinforces our long-term commitment to Saudi Arabia,” said Daniel Williams, Technical Director – Middle East & International Environmental Planning Lead at Buro Happold. “It strengthens our position to play a leading role in shaping sustainable development across the Kingdom, supporting some of its most ambitious and complex programmes. We are incredibly proud of this achievement and the platform it creates for continued growth; enabling us to deepen our partnerships and deliver high-impact, future-focused environmental advisory services across KSA”.

The AMAALA destination, developed by Red Sea Global (RSG), is set to deliver an ultra-luxury tourism destination comprising of more than 4,000km2 of largely uninhabited land along Saudi Arabia’s north-western Red Sea coastline.

Delivering regulated environmental services

Building on our established presence in the region, this licence enables us to expand beyond advisory and design-led services to deliver fully integrated, in-country environmental consultancy. It also allows direct engagement with NCEC, meaning services can now be delivered in-house, reducing reliance on third-party subcontractors.

For clients, this translates into greater assurance, efficiency and consistency across projects, with stronger alignment to national regulatory frameworks and sustainability ambitions. It also enhances local capability and supports more streamlined delivery of environmental approvals.

This builds on our existing experience delivering environmental impact assessments (EIAs) across Saudi Arabia and internationally.

Our involvement in a range of giga-projects and strategic projects across the Kingdom has given us a deep understanding of aligning development with national environmental requirements, Vision 2030 objectives and wider sustainability ambitions

The licence also enables us to deliver a comprehensive range of environmental services, including environmental audits, management plans and monitoring, alongside strategic environmental planning and advisory.

With this enhanced capability, we are well positioned to support clients navigating environmental regulation and sustainability challenges, delivering integrated solutions that align environmental performance with long-term development goals across Saudi Arabia.
